Consultatant to Capacity Building and Policy Development Support on Child Protection for Pact Partners

Under the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) framework and United States Agency for International Development (USAID), Pact supports a wide range of international and local non-governmental organizations to carry out HIV/AIDS prevention, care, support and treatment projects in Viet Nam.
A number of organizations under Pact’s Care & Treatment Unit implement projects to address the needs of orphans and vulnerable children (OVC). While a few of the international organizations have developed policies on child protection, most partners do not have written child protection policies to guide their planning processes and field practice.  In addition, partners have limited knowledge concerning child protection issues and how to respond to these issues. Pact recognizes that the building of capacity and systems is key to full, adequate integration of child protection services into OVC programs.

Consultancy objectives: to build the capacity of Pact partners on child protection and to support local partners’ development of child protection policies. Specific tasks are as follow:
- Search for available materials relevant to OVC protection, child protection policies and procedures
- Develop a training plan that includes overall learning objectives and agenda, agreed with Pact prior to implementation of training
- Develop a package of training materials based on the training plan, including handouts for participants and pre- and post-training evaluation tools
- Facilitate training using active, participatory methods
- Provide technical support for selected organizations’ development of child protection policies after the training, possibly including but not limited to:
- Orienting partners on policy development process and example of good policies
- Reviewing and providing technical input during the development of child protection policies
- Monitoring implementation of the policies and providing support as needed

Deliverables. Fully completed training package on child protection for partners; partners’ child protection policies developed and implemented (number of partners to be determined).
Working days. Up to 40.
Consultancy rate. Negotiated with Pact based on consultant’s previous rates.
