Consultants for the Analysis of the SDC Governance Portfolio in Vietnam 1995-2015

The Swiss Cooperation Office for Vietnam (SCO) is the representative of the Swiss Agency for Development and Cooperation (SDC) and the Swiss State Secretariat for Economic Affairs (SECO). It is responsible for the coordination of the Swiss Development Cooperation of the Swiss Government in Vietnam.

While SECO as well as SDC regional and national programmes will continue their activities in Vietnam, SDC will wind down its bilateral programme in Vietnam by the end of 2016.

Against this background, SDC would like to seek for a highly qualified team consisting of one international consultant (team leader) and two national consultants to carry out the “Analysis of the SDC Governance portfolio in Vietnam 1995-2015: Overview – Results – Lessons”. The mission is foreseen to take place in the period September to November 2015.

If you are interested in the assignment, please send your offer including your technical proposal with a short outline of workplan and methodology on how you will carry out the assignment, proposed daily fee, CVs, example of relevant report/analysis, and references to [email protected] with the subject “Application for the Analysis of Governance portfolio”. Individual submission is possible, however team proposals are an advantage.

The criteria for selection include: strong knowledge and experience in governance (experience and knowledge of Vietnam is an important advantage); strong experience in portfolio/ programme evaluation; excellent story-telling; very good communication and editing skills; fluent English (writing, speaking).
