Content:

  • Produce material and tools for training on child abuse prevention
  • Train on knowledge and skills of child abuse prevention for members of child protection board in project site
  • Submit training report for GNI

I. Introduction

Good Neighbors is an international non-governmental and humanitarian organization, which makes plans, raises fund and implements activity to provide services in child education, community development, health and natural disaster relief. We are currently providing services in 37 developing countries worldwide.

Good Neighbors Vietnam (GNV) has received the certificate of registration for program operation in Vietnam granted by PACCOM. The first project was implemented in June 2005.  GNV centres on child development through Child Sponsorship program and Community development program. We are implementing 9 community development projects in 3 provinces: Hoa Binh, Tuyen Quang and Thanh Hoa with approximately 10,000 sponsored children and 55,000 beneficiaries. Our objectives are sustainable development and strengthening social welfare system. Our activities include protection of children’s rights and the less fortunate; income generation; promoting community’s access to medical and educational services; contribution to sustainable development and assisting the community to enjoy fundamental needs, right to life and right to equal development.  

Since 2016, GNI centred more on child protection program with more effective and comprehensive interventions, in which strengthening child protection system is an activity that GNI conducts to provide children in the project sites with safer and more friendly living environment.

To ensure the objectives of strengthening the system as well as to enhance operating quality of the child protection system, GNI will support to strengthen the capacity of CP officers and local volunteers through training courses. Therefore, GNI provides a training course on child abuse prevention for members of CP boards of Vinh Loc disitrct and Son Duong district.

II. Contents

1. General objectives

Child protection officers understand about problems related to child protection, child abuse, progress of handling abused children, then they can be aware of the risks of child abuse in the community and can provide support, solutions to the problems; also, apply the training knowledge to raise awareness of the community about child protection.

2. Expected outcomes

- 100% of the learners will be equipped with knowledge about child abuse and methods of preventing child abuse
- At least 80% of the learners can give correct answers to 70% of the questions in the test after the training course
- At least 80% of the learners understand the knowledge well and can train other people, apply to the action plan in their locality.
- Learners are aware of issues related to child abuse in their area and agree on the action plan after training.

III. Scope of work

The training counsellor will perform the following tasks:

Before training:

  • Meeting and agreeing with GNI on objectives, contents and methods of implementation
  • Assessing demands and capacity of the participants in order to make lecture’s contents
  • Making detailed lecture’s plan, references and training methods based on the content and objectives offered by.
  • Preparing essential tools for the training course

While training:

  • Teaching and training based on planned contents and schedule
  • Adjusting teaching method in order to suit the practical awareness of participants (if necessary)
  • Assessing before and after training

After training:

  • Adjusting and completing the materials in order to materialize activities of GNI
  • Making report after training
  • Providing professional support after training

Location and time

Location: The training is implemented in 2 project areas: Tuyen Quang, Thanh Hoa.

Time and date:

Training course (expected):
- Vinh Loc district (Thanh Hoa province): 18-19/02/2017
- Son Duong district (Tuyen Quang province): 24-25/02/2017

The working days of counsellor will be counted as follows:
- Lecture (according to training schedule): 04 days
- Preparing and making report: 03 days (1.5 days for preparing + 1.5 days for making report)

Total of working days: 7 days

IV. Requirements for counsellor

  • Having knowledge and skills related to child’s rights, child protection and child abuse prevention
  • Having experience in working with children
  • Having experience and used to be the trainer for similar training courses and ToT
  • Having experience in designing and compiling documents related to child’s rights, child protection and child abuse prevention
  • Having experience in community development and working with participation

V. Counselling expense

The counselling fee will be paid in cash and counted according to the agreed working days and in accordance with GNI’s budget based on the quality and due of work. GNI will pay for the counsellor no later than 03 days after receiving the final report on the training course from the counsellor.

VI. Responsibilities of parties

1. Counsellor

The selected counsellor will work closely and regularly with GNI staff to ensure that the training courses meet the requirements of schedule and contents offered by GNI. Also, the counsellor has to report to GNI the advantages and disadvantages (if any) during the implementation.

The selected counsellor will be responsible for completing the training courses in compliance with the period of time stated in Article III of this TOR.

2. GNI

  • GNI staff has to regularly discuss with the counsellor during preparations, organization as well as make report after training to ensure the quality of training courses.
  • GNI will provide the counsellor with tools and equipment during the training course, information about the project sites in order that the counsellor can make suitable training plan.
  • GNI will support the counsellor with transportation, accommodation fee according to its budget.
  • GNI monitors the training courses and make adjustments if needed.
