Consultant to support development of a pilot model on community forest management in Trung Ly commune, Muong Lat district

1.    Background

The Vietnam Forest and Deltas Program is funded by USAID and implemented by Winrock International and MARD, in partnership with SNV, the Red Cross and SRD. The USAID Vietnam Forest and Deltas Program is embarking upon a five-year effort that will support four provinces to accelerate their transition to climate resilient, low emissions development through investments in reducing net emissions from forests, and enhancing resilience of people, places, and livelihoods to short and long-term climate impacts. VFD has two major components: (1) Sustainable Landscapes which is conducted in Thanh Hoa and Nghe An, (2) Adaptation which is conducted in Nam Dinh and Long An.

The sustainable landscape component will focus on upland landscapes, with the goal of reducing greenhouse gas emissions from deforestation and forests degradation, maintaining and enhancing existing forests stocks and increasing climate change resilience and sustainability of landscapes. Interventions will improve forest and land use management, livelihood, etc.

Currently, the VFD is supporting Thanh Hoa province to implement a pilot on forest land allocation and establishment a community forest management model in Muong Lat district for an area about 700ha in 02 pilot villages. Therefore, it is seeking an experienced consultant to provide technical inputs for development of a pilot model on community forest management model in Muong Lat district.

2. Objective of the consultant’s work

The consultant (one person or a group of two consultants) is to provide technical inputs for introduction and development of a demonstration model on Community forest management (CFM) in Muong Lat district.

3. Detailed description of work

The assignment is to provide assistance with respect towards development of a pilot model on community forest management (CFM) in Trung Ly commune, Muong Lat district through undertaking the following tasks:

  • Develop documents related to CFM based on available CFM guidelines developed by MARD and introduce to key relevant staff at district, commune and 02 pilot villages;
  • Develop a detailed action plan with needed activities with timeline, and budget for development of CFM in 02 pilot villages;
  • Prepare and facilitate implementation of needed contents on institutional set up for the model in 02 pilot villages, such as forest resources investigation, forest protection and management planning, establishment of CFM committees; development of regulation on forest management and protection; development of benefit sharing mechanism, etc.
  • Technical support and facilitate for communities to implement activities of the model once it is developed, such as: tasks division, organizational management, planning, etc.
  • Documentation of process on development of the model, develop a report on experience and lesson learnt from development of the model.

4. Qualifications, Experiences of Consultant

The consultant should be a highly motivated and experienced individual with considerable experience in implementation, evaluation and documentation of CFM models. The following is desired:

  • Vietnam national, holding Bachelor Degree or Post-graduate Degree either in Forestry and Natural Resources Management;
  • Having strong working experience for international projects on community development;
  • Having at least three years of working experience in implementation of participatory CFM models is essential and the must;
  • Having working experience with participatory approaches;
  • Being excellent in documentation and having experience in development of training materials to introduce to local stakeholders and local people;
  • Having experience in social inclusion and gender analysis is an advantage; and
  • Proven experience of high quality reporting, and examples of documents developed for other donors or research organisations;

5. Outputs and deliverables:

The consultant(s) needs to deliver the following outputs:

  • A short inception report described the steps and methodology to implement the assignment;
  • A model formed with appropriate institutional set ups, and start working;
  • Capacity built for key staff and village communities on model management;
  • A report on lesson learnt and a debriefing workshop.

6. Duration

Duration is expected to be initially for a period of five months starting from 15th May 2016. Total working days to be discussed with selected consultant(s).
