I. INTRODUCTION

The project of DGRV in Asia, supported by the Federal Ministry of Economic Cooperation and Development (BMZ) aims at economic inclusion for broader stratum of population through sustainable cooperative system. In order to achieve this overall goal, the project has identified three sub-goals:

  • Cooperatives in chosen countries of Asia are strengthened as actors of economic development.
  • Cooperatives in chosen countries of Asia are strengthened as actors of economic development.
  • Local embedment of cooperative know-how and the corresponding systematic training and education is improved.

Overall, DGRV ’s development assistance activities record importance of organisation at meso level, especially of Provincial Cooperative Alliances (PCA), since PCAs represent cooperatives at provincial level and consequently work very closely with their members. As a federation serving the needs of its members and as a member of the provincial cooperative network, a PCA plays an important role in strengthening and improving cooperative network structures and contributing to a successful transformation of the cooperative sector and of cooperatives in the province, from traditional government-lead associations to member-lead market-oriented enterprises.

The focus of DGRV trough this project is to raising awareness and capacity building for PCA’s staffs so that they can provide in-depth consultations, training and other supports for the cooperatives. The online training method is one of the necessary steps in the process of building a curricular training system for PCAs and cooperatives in the project area and can be extended to stakeholders. another at an appropriate time. We hope this activity will meet the specific requirements outlined below.

II. MAIN REQUIREMENTS

The service provide will support DGRV to develop 02 e-learning training modules: Cooperative’s principles, essence, business models; Good Cooperative Governance.

In addition, the service provide for the e-learning training method should ensure that the participants will meet the following requirements: 

  • Method of developing training material that are suitable for e-learning training:
    • Techniques on creating training video, clip: lecture with the appearance of the teacher, lecture content with animation, role playing…
    • The structure of the lecture (video, clip, animation…) should be suitable with the e-learning training with the purpose of attract the audiences.
    • Standardize document formats that suitable for e-learning training. 
  • Methods and tools for e-learning’s students assessing.
  • Developing training content that suitable with blended learning.
  • How to attract the interaction of the participants in online training environment (Zoom, Google meet…).
  • Advice how to frame the course in an appealing way for the target audience including layout of interface and course material, sequencing of procedural steps within and between modules (videos, readings, quizzes, etc.).

III. DELIVERABLES

  • The training course on e-learning training methods.
  • Guiding manual and other relevant documents.
  • Report of the training course.
  • Two e-learning modules are developed with DGRV (the tentative duration is 03 hours for each module).

IV. TIME FRAME

  • Expected to start from December 15, 2021 at the earliest. The details will be negotiated after the proposal is approved or based on the proposal of the service provider.

V. REQUIREMENTS FOR SERVICE PROVIDERS

The service provider should meet the following requirements:

  • Experienced, knowledgeable on training and e-learning. 
  • Priority is given to suppliers with experience in working with international organization.

The proposal shall be composed of the followings:

  • List of the Consultant and relevant experience
  • Technical proposal to fulfill the set objectives and timely provision of expected results
  • Work plan
  • The consultants proposed (personal files, CVs)
  • Financial proposal (find the appendix attached)
