Consultant to Professional Media Production on APII Demonstration Model in Dong Ha Market, Quang Tri

Subject: Capture the market upgrade/improvement on video for strategic communications, promotion, and advocacy purposes

Duration: March – May 2012 (up to 20 working days excluding travel days)

1. Background
APII has supported the upgrade of the poultry sections in Dong Ha Central Market, Quang Tri. In order to help document the process and the outcomes, the project will engage media consultants / a media company to produce a professional quality video of the upgraded market and improved operations by key stakeholders (market managers, vendors, inspectors, traders/collectors) as well as the feedback from suppliers (farmers) and poultry consumers.

2. Purpose
The media consultant(s) / company will:
Develop high quality video footage and edited clips with subtitles in English in/around the poultry sections in Dong Ha Market covering activities/operations of and interviews with all key stakeholders on the pros and cons of the market upgrade.

3. Main activities
Meetings with the APII team to identify target audiences and develop scripts (3 minute, 10 minute and 30 minute versions) and narration in Vietnamese.  English subtitling will be provided by APII;
Review previous recordings by APII and others on the market before and during the upgrade;
Develop footage of the upgraded poultry sections in operation including interviews with key stakeholders (Market Management Board, Veterinary Inspectors, Vendors, Trader/Collectors, Farmers, Customers, etc.);
Develop footage of related activities in/around the poultry market such as training of stakeholders, stakeholder meetings;
Prepare edited video clips of broadcast quality with voiceover/subtitles and submit these for viewing by APII and partners;
Submit final products based on APII and partners’ feedback.

4. Deliverables
Detailed work plan;
All raw footage;
Draft and final videos – including 3 minute, 10 minute and 30 minute versions for different target audiences delivered on high density (HD) DVDs with voiceover/subtitles in English.

5. Application deadline
