Project background

The Paris Agreement provides a comprehensive framework for signatory Parties to reach an ambitious commitment to limit the increase in global average temperature to well below 2°C, and to pursue efforts to limit the increase to 1.5°C in a cooperative manner. This framework covers several instruments including cooperative approaches under the Article 6 which allows for the potential development of international carbon transactions.

The Carbon Pricing Unit (CPU) of GGGI is implementing several programs related to scaling up international carbon trading, now covered by the Paris Agreement Rulebook finalized in Glasgow at COP26. By opening these markets and the resultant flow of transactions it is envisaged a robust and reliable global price for carbon can be establish, something many areas of the private sector have long called for to motivate the transformational change needed to achieve the ambitious goals of Paris. GGGI’s Article 6 programs provide technical assistance and capacity building to government counterparts to improve their readiness for Article 6 engagement. These programs support the design of projects and policies for pilot transactions and strengthening of institutional frameworks required for their implementation. By 2022, GGGI's CPU will have secured USD 30M of funding to deliver its Article 6 programs, with operations in 11 countries, making it a leader in Article 6 piloting.

The Designing Article 6 Policy Approaches (DAPA) supports countries to access carbon finance under Article 6 of the Paris Agreement by facilitating the completion of Internationally Transferred Mitigation Outcome (ITMO) transactions between buyer countries and GGGI countries. The activities under each however differ in type and approach. Under the DAPA program the aim is to develop policy approaches, valuing the amount of mitigation outcomes that can be attributed to the introduction of a single, or package of policy measures; then wrapping these into a transaction which will see a flow of carbon finance be exchanged for a share of the resultant mitigation outcomes. The project covers two phases, scoping, and design. The scoping phase of the program was successfully completed in mid-2020 – and work is now commencing on the Design Phase in 4 countries.

Objectives of the assignment

The carbon policies consultant will work with the DAPA Program in Vietnam, based in GGGI Vietnam office and will work closely with the GGGI Vietnam Country Team to understand the local context, including GGGI's role in Vietnam. 

He/she will support the implementation of DAPA related activities and will work closely with key public and private sector stakeholders, under the supervision of the DAPA Lead Vietnam based in Hanoi. The Consultant will be responsible for providing support in bringing solid substantive advice, technical expertise, and knowledge related to the DAPA program, applying his/her experience and knowledge to the new and evolving context of Article 6 in a creative and solution-oriented way.

Deliverables and Payment

The carbon policies consultant is expected to support DAPA Lead Vietnam in the day-to-day work activities related to the consultancies including but not limited to:

• Assist in organizing, tracking, and documenting meetings with key stakeholders.
• Prepare concise reports and meeting minutes.
• Produce knowledge products and presentations.
• Ensure quality monitoring and evaluation, timely submission of external consultant reports and deliverables, assist in evaluating project results, and participate in project implementation activities.
• Ensure that experiences and best practices are documented and shared across the DAPA program.
• Follow and share knowledge on international negotiations under UNFCCC particularly on technical issues related to Article 6 and other international discussion scenarios.
• Support the development of capacity building and outreach materials.
• Deliver high quality project outputs (in both English and Vietnamese) that meet program objectives, donor requirements and government requirements.
• Support the analysis of data received from key partners, case evidence and benchmark studies to draw relevant lessons especially in relation to renewable energy policies.
• Other relevant inputs to ensure the successful implementation of the DAPA program in Vietnam.

This is a daily rate contract at level 3 consultancy with a maximum contract fee of USD 21,600. Payment is processed upon submission of completed work and timesheets. 

Expertise required

GGGI is looking for a highly qualified individual consultant that may provide technical support as specified in this TOR, as guided below:

• Bachelor’s degree in energy and environment, international relations, development, or a related discipline
• Advanced degree (master's) relevant to climate action and/or policy implementation, background in renewable energy is a clear advantage
• Minimum 5 years of professional experience in environmental, energy or climate public policies, market development relating to renewable energy and electricity sector in Vietnam
• Strong network and relationships among stakeholders engaging in the renewable energy and electricity sectors in Vietnam
• Strong understanding of Vietnam’s development, climate change and green growth targets and policy frameworks
• Good understanding of existing carbon credits and market mechanism in Viet Nam (CDM, JCM, etc.)
• Ability to work independently under time pressures with minimal instruction or supervision.
• Demonstrated understanding of analytical and policy issues related to energy’s linkages with all dimensions of sustainable development: economic, social, and environmental.
• Fluency in Vietnamese and English is required, with excellent writing and presentation skills.
