TERM OF REFERENCE

For consultant to assist Hanoi Department of Education and Training to implement the Implementation Agreement to provide educational support for targeted children in Hanoi

1.    Background and Rationale

With financial support from the US Department of Labour (USDOL), the ILO is implementing a Project titled “Enhancing National Capacity to Prevent and Reduce Child Labour in Viet Nam” (hereafter called the project) which provide direct technical support from 2015 to 2019 to enhance government efforts, building upon the achievements to date and making particular effort to address child labour issues.

In Hanoi, 4 districts and 11 commune were identified as the project’s areas, as following:

Chuong My    : Phu Nghia, Trung Hoa, Hoang Dieu
Gia Lam         : Bat Trang, Kieu Ky
Hoai Duc        : Duong Lieu, Son Dong, La Phu
Thach That    : Canh Nau, Binh Phu, Huong Ngai

The Project document stated that three major areas of undertaken direct interventions are: (i) educational interventions targeting children aged 5-17, (ii) vocational training targeting children aged 15-17, and (iii) Decent work (Likelihood) opportunities targeting children aged 15-17 and adults.
The project has worked with educational partners to develop a package of education supports for beneficiary children who are in school and at risk of dropping out due to low learning performance, family circumstances and/or other reasons. Supports aims to remain them in school, or to return to school or CECs through referral and school-based supports.

An Implementation Agreement was signed with the Hanoi Department of Education and Training (to provide educational support to about 1,200 project children in schools and the district Centers for Continuous Education in 11 communes and 4 districts. This implementation agreement will end in December 2019 (Terms of Reference of the Implementation Agreement attached)

Due to the shortage of personnel at the provincial Department level, the progress of project activities under the aforementioned Implementation Agreement is quite slow. Meanwhile, the ENHANCE project needs to complete its goals before the project ends (June 2020). Therefore, the project needs a consultant to provide technical support and speed up project activities within the framework of the Implementation Agreement with the Department of Education.

2.    Objective

This consultant plays an important role in providing technical support, speeding up the completion and quality assurance of the activities under the Implementation Agreement between the ILO and DOET Hanoi.

3.    Activities and Scope of Work

  • Work with Hanoi DOET and ILO staff to develop DOET’s monthly work plans to implement the project activities, and assisting for these work plans to be approved by the DOET’s leaders.
  • Conduct regular mission trips to the project schools to assist, push and monitor the project activities to be implemented as planned.
  • Provide technical support for implementing activities in the project schools (via missions, emails, phone) at request.
  • Work with the 4 district Education Offices and DOET focal points to ensure that the monthly progress reports are prepared and sent on time and in accordance with required formats, templates.
  • Report to the project at its request, including ad-hoc report.
  • Provide technical support to DOET for training/workshops and documentation activities under the Implementation Agreement

4. Deliverables and Timeline

As mentioned in previous parts, the consultant will play a facilitating role, providing technical support to speed up and ensure the on time the completion of the activities under the Implementation Agreement between the ILO and Hanoi DOET, therefore the reports on completed activities by the consultant will need to be verified by four district DOETs or attached with copies of signed monthly reports by the district DOETs and list of beneficiary receivers (if possible) as proof.

5. Key skills, technical background, and experience required:

  • The selected consultant should possess the following skills, technical background and experience:
  • Bachelor or Graduate degree in education or a related field.
  • At least 10 years of experience in education sector (academy or continuous education)
  • Proven experience on school-to-work transition, and experience in working with ILO is an asset.

6. Supervision and collaboration

The consultant will get the following support from ENHANCE’s Project Manager and other colleagues:

  • Provide comments to the proposal plans, tools, and reports.
  • Review and provide comments to the completed activities’ report
  • Other supports if needed
