Consultant on ARVs Supply Chain Management

 

Chemonics International seeks a short-term consultant on development of ARVs supply management Guideline and SOPs (based in Hanoi, Vietnam) to support the Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) project. The purpose of the GHSC-PSM project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world.

In Vietnam, antiretroviral (ARV) medicines for the HIV/AIDS program are supplied by three different sources: National Targeted Program, PEPFAR, and Global Fund. With the planned reduction of financial support from PEPFAR and Global Fund donors in Fiscal Year 2018(FY18), the Social Health Insurance (SHI) Fund will be the most important financial source of funds for the procurement of ARVs. To support a continuous supply of ARV medicines to patients, the Ministry of Health (MoH), in collaboration with Vietnam Social Security (VSS), has advised the Prime Minister to set forth a new policy and mechanism for the bidding, procurement, and management of ARV medicines purchased using the SHI fund.

The VSS will work with the Vietnam Administration for HIV/AIDS Control (VAAC) to establish a new management system for ARVs purchased using SHI funds. The current management system is one in which the VAAC manages the ARV supply from all three funding sources. The new system will include the integration of SHI-funded ARVs into the current supply management system, and will support staff at all levels to accurately quantify, distribute, and dispense the ARV supply.

To facilitate the Vietnam Administration for HIV/AIDS Control (VAAC) in Health System Strengthening, GHSC-PSM project seeks for a short-term Local Consultant in ARVs supply chain management to provide technical support to the Care and Treatment Department of the VAAC on developing the Revised Guidelines and SOPs on Quantification, Management, and Dispensing of ARVs, supply and distribution management, as well as to liaise with relevant bodies including the Ministry of Health (MoH), Vietnam Administration of AIDS Control (VAAC) to seek for approval of the revised Guideline and SOPs.

Qualifications:

  • Master's degree in pharmacy, public health, medicine, economics, or other relevant degree.

  • Minimum of five years’ experience in supply chain management for health commodities.

  • Fluency in Vietnamese required. Basic proficiency in English preferred.

  • Experience working with USAID-funded and/or other donor-funded projects.

  • Experience working with the Vietnamese Ministry of Health and/or Vietnam Social Security.

  • Ability to collaborate effectively with the private sector, government entities, international donors, and other USG partners.

The anticipated level of effort for this assignment is around 10 days per month, to start on December 2017 until Sep 2018.
