1. Background
In 2008 CARE International in Vietnam commenced a change process of moving from a project based way of working, to an impact focused, programmatic approach.  This CARE International initiative, known as the Program Approach, strategically orients work around three long terms programs designed to support impacts for identified marginalised and poor population groups, with research and analysis informing program design and ongoing development.   One of the three programs targets Remote Ethnic Minorities [REM].

The design of the REM program identified key milestones or pathways of change needed to reach the identified long term program goal.  A number of these relate directly to issues with constrain the empowerment of ethnic minority women, in particular gender based violence; maternal and reproductive health; economic participation; and participation in decision making at multiple levels. 

In order to better understand these areas of change, CARE Vietnam has conducted a gender analysis amongst ethnic minorities focused on these topics.  This gender analysis will support refining the program design, and decision making in program implementation.  It comprises primary research conducted in 6 locations across 6 different ethnic groups focusing on experiences of the women’s empowerment topics.  Key research processes used include focus group discussions with community members, and in-depth interviews with local authorities.

The research framework used was based on CARE International’s Women’s Empowerment Framework.  This framework outlines CARE’s theory of the changes required to achieve empowerment, i.e. through changes at the individual, relationship and structural levels.  In this way, the research process focused on exploring dynamics at the individual, relationship and structural levels for each topic under investigation.

The research was conducted from March to May 2012.  The process of research as attached document. Research data has been analysed and an initial report has been prepared.  However, with expectation to have Ethnic Minority Women Empowerment (EMWE) Guideline for EM program, it requires a further analysis to develop a EMWE framework that this TOR concerns.

2. Objectives
The main objective of work  are to analysis exiting data available from CARE Vietnam’s survey on Women empowerment for Ethnic minority and develop an Ethnic minority Women Empowerment Frame Work for CARE Vietnam.

3. Detailed Scope of Work

In order to achieve these objectives, the consultant should review all data available from CARE research take into account but is not limited to the following analysis and content of EMWE Framework/guideline:
1.Six changes of Women Empowerment under Ethnic minority Program and which are important factors (belong to individual or structure or relation), the barrier of changes and potential solution for Ethnic minority women empowerment in general.
2. Specific guidance for each of 6 Ethnic minority group in Vietnam regarding to these factors/barriers/possible solutions.
3.Recommendation for any further information need to be collected to fully meet the requirements. 

4. Methodologies and tasks

4.1    Methodology
The survey will require information mainly from 3 of resources including: (a) data from CARE survey on Ethnic minority Women Empowerment; (b) Other CARE document on Women Empowerment; (c) Interview gender task force team of CARE VN who directly designed and conduct the survey.
The specific interview or other related methods for the works will be decided by the consultant in consultation with CARE staff. 
4.2 Key tasks
The consultant will be responsible for the following sequence of tasks
(1)    Design the working approach.
(2)    Review all necessary documents (about 400 pages raw data and field report already translated into English).
(3)    Interview gender taskforce team including member from the North and the South of Vietnam.
(4) Undertake an initial briefing and a debriefing of project staff before and after the work for obtaining more inputs.
(5)    Draft the EMWE guideline/framework.
(6) Brief project/program staff on EMWE guideline/framework.
(7) Finalise the EMWE guideline/framework after receiving feedback from CARE staff

5. Outputs and Format

The above EMWE guideline/framework will be submitted in hard copy as well as in computer diskette containing the text and tables of the reports in Microsoft Word and other popular software like Microsoft Excel. The report will be prepared in English.
The content of the Framework will cover all scope of work as in section 3.
The suggested outline of the Framework is as in annex 1 and this subject to change based on discussion with the selected consultant.  

6. The consultant Requirement

International consultant with relavent expertise on gender, women empowerment and ethnic minority is required. Experiences with CARE gender/women empowerment Framework is advantage.

7. Preparation and Logistical Support

CARE Vietnam staff will facilitate and provide of all required logistical support such as travelling, accommodation both in Hanoi and HCM city, and documentation as well as arrangement of meetings/interview relevant staff.

8. Itinerary

The consultant job will cover about 25 days of work in March and April 2013. Specific time schedule will be discussed with the selected consultant.
