Plan is a non-governmental, humanitarian and child centered community development organization. Currently, Plan in Vietnam is co-operating with local partners to implement project activities in 15 provinces and cities in northern and central Vietnam. These intervention activities were developed basing on the issues affecting to children in rural and remote mountainous areas in the framework of country strategic plan II, 2006-2011. Plan’s intervention is to address children's issues in terms of health, education, livelihood development, child protection, water and sanitation.

Quang Binh province is a poor province among Plan supported areas in Vietnam. In which, Le Thuy and Minh Hoa are two very poor and mountainous districts, where existed a high rate of maternal and child morbidity and mortality as well as high prevalence of child malnutrition. To solve these issues affecting to children, Plan Vietnam has developed and implemented the project of improving maternal and newborn health in 4 Plan supported communes of Minh Hoa district in 2008 including Hong Hoa, Thuong Hoa, Trung Hoa and Xuan Hoa. By 2009, Plan has raised additional fund to expand the project to Hoa Hop commune, Minh Hoa district and Kim Thuy, Thuy Ngan and Sen Thuy communes of Le Thuy district, Quang Binh.

The project has covered 2,502 children under 5 years old, 513 pregnant women annually and 5,308 women of childbearing age, 15-49 as well as supporting health care network consists of 80 VHWs, 40 commune health station workers, 30 health workers of the districts that make a large-scale impact of the 28,000 people living in 8 communes, the project area. According to the original proposal, the objectives of the project are:

1.Improve the quality of safe motherhood services at the commune project
2.Reduce the percent of malnutrition in children under 5 in the project area
3.Enhance the community participation through self-assessment and advocacy.

The project was implemented in early 2009 including the capacity building for communities, health partners from the village, commune and district to province on maternal and child health and nutrition; supporting to improve health facilities and to strengthen the activities of groups/clubs of pregnant women, mothers and their community participation. After four years of implementation, the evaluation is conducted to assess the effectiveness and impacts on maternal and child health as well as finding out the recommendations for coming project to continue improving the child issues in ethnic minority areas.
