Consultancy services for IPSARD’s project

The Australia – Vietnam economic reform (Aus4Reform) program works with the Vietnamnese Government to boost productivity and competiveness in Vietnam by supporting the development of quality policies, laws, and institutions through advocacy, consultation, and by strengthening the evidence base for economic policies – drawing on intermational exxerience and expertise, especially from Australia.

Aus4Reform aims to help the GoV achieve these objectives via 05 components:

• Building more competitive and transparent markets and business enabling environment
• Ensuring markets operate competitively in consumer and national economic interests
• Facilitating the restucturing of the rural economy
• Greater business and women’s voice in investment climate and economic restructuring issues
• A flexible fund to respond to emerging bottlenecks to productivity growth and innovation

The Ministry of Planning and Investment (Central Institute for Economic Management) is the governing body and coordinator of the Program. Implementing agencies of the Program include: Ministry of Industry and Trade (Vietnam Competition and Consumer Protection Authority); Ministry of Agriculture and Rural Development (Institute of Policy and Strategy for Agriculture and Rural Development), Vietnam Chamber of Commerce and Industry, Central Economic Commission, Economic Committee of the National Assembly and some localities.

The Institute of Policy and Strategy for Agriculture and Rural Development (IPSARD) is looking for recruiting national consultants for 6 positions under the framework of the fourth annual work plan of the project as follows:

1. Review international experience in policies supporting for the development of cooperatives in agricultural value chains
2. Review supporting policies on the development of cooperatives in agricultural value chains in Vietnam
3. Write report on current situation and barriers for effective development of cooperatives, and policy brief on recommendations for policies on the development of sustainable and effective cooperative in agricultural value chains
4. Review international experience in the development of agricultural commodity organizations
5. Review policy and current status of commodity organization, PPP in agriculture in Vietnam
6. Writing report on capacity strengthening for VCCB with its action plan for 2021-2025
