Lowering Emissions in Asia’s Forests (LEAF) program is funded by the United States Agency for International Development that is implemented by Winrock International in partnership with SNV - Netherlands Development Organization, Climate Focus and The Center for People and Forests (RECOFTC). The program is being implemented in six countries: Vietnam, Laos, Cambodia, Thailand, Malaysia and Papua New Guinea. The purpose of the program is to strengthen the capacity of countries aiming to reduce greenhouse gas emissions from the forestry sector in Southeast Asia, and support countries to benefit from the emerging international REDD+ framework. The program has four components.

In the framework of Component 1, the Vietnam LEAF project will support pilot initiatives for emissions reduction through sustainable land management. A critical component of LEAF’s site work in Con Cuong District, Nghe An Province is to enhance the livelihoods of those communities while reducing the pressure on forests, supporting the forest protection as well as to mitigate deforestation and forest degradation; creating appropriate mechanism to attract local households in participating into forest management practice as well as to increase income for the local community surrounding the forest area.

The main objective of the assignment is to develop a full set of standard CBFM operational guideline which forms the basis for the development of a CBFM model to be conducted by Con Cuong FMB, contributing to the completion of CBFM mechanism in Nghe An province, which is in line with the Decision 07/QD-TTg in 2012 regarding Forest co-management.

The expected outputs and deliveries will have to be done in full consultation with relevant stakeholders, Mon Son Commune, Lang Yen community and Con Cuong FMB. The assignment lasts from January – July 2014.
