Consultancy services to build local capacity for development of Community–Based Forest Management (CBFM) models in Nghe An Province

The United States Agency for International Development-sponsored Lowering Emissions in Asia’s Forests (USAID-LEAF) program is currently being implemented by Winrock International in partnership with SNV - Netherlands Development Organization, Climate Focus and The Center for People and Forests (RECOFTC). USAID-LEAF is a five year program (2011-2015), which complements the efforts of numerous other donor organizations, private sector investors and non-government organizations (NGOs) in working to develop REDD+ capacity and operational frameworks in parallel with on-going United Nations Framework Convention on Climate Change (UNFCCC) negotiations that seek to define an effective and equitable REDD+ mechanism.

USAID-LEAF has been supporting the Nghe An Department of Agriculture and Rural Development (DARD) to develop a standardised mechanism for Community-Based Forest Management (CBFM). This will support improvements to the existing regulation on forest protection aimed at enhancing the involvement of local people in forest management and protection in a sustainable manner, which is in line with the contents of Decision No 07/2012/Q?-TTg, issued by the Prime Minister on 2 January, 2012.

USAID-LEAF is now seeking group of consultants to build local capacity to use the set of standardised operation guidelines in the piloting of a CBFM model in Con Cuong District, with the lessons learned to be integrated into the development of a standardised mechanism for CBFM that can be replicated across the whole of Nghe An Province.

The main objective of the assignment is to build local capacity to implement the existing set of operational guidelines in the development of a pilot CBFM model that can be replicated across the whole of Nghe An Province. This will be achieved through the provision of capacity building training to provincial partners in the use of the operational guidelines, the development of a manual for the guideline’s practical implementation in the development of CBFM models, and the piloting of one such model in Mon Son Commune, Con Cuong District.

The expected outputs and deliverables listed below must be completed in full consultation with all relevant stakeholders, including Mon Son Commune, Con Cuong Forest Management Board (FMB) and DARD Nghe An. All written outputs must be delivered in both English and Vietnamese.

The duration of the assignment will be from November 2014 to May 2015.
