Consultancy Service to Document the Best Practices and Lessons Learnt on Implementing the Safe School Framework
Plan International Vietnam (PiV), re-established in 1993, is an international child-centered community development organization working in 73 countries. Plan is working in partnership with local people; organizations and government bodies to help children in Vietnam meet their basic needs as well as expand their opportunities to reach their full potential.
Save the Children (SC) is a child focused organization operating in Vietnam since 1990 with programs focused on child rights and governance, child protection, health and nutrition, education and humanitarian response. SC has worked alongside national and community stakeholders to respond to natural disasters in Vietnam for over ten years, spanning the response spectrum from immediate relief, early recovery and development.
Program/projects: The project, namely, Building Resilience to Natural Hazards in Central Vietnam, was granted by United States Agency for International Development (USAID), which was completed phase I (October 2015 – June 2017), has been implementing phase II (July 2017 to September 2018). It has been operated through the consortium partners, which can be listed as below: the American Red Cross (ARC, as lead), working with and through Vietnam Red Cross (VNRC); Catholic Relief Services (CRS); HelpAge International, (HAIV), Plan International (Plan); and Save the Children International (SC). The project goal is vulnerable population and local government authorities have increased resilience to natural hazard risks, reducing potential loss of life and assets due to extreme climate events. The project will have the following outcomes: 1. Local government authorities and partners implement participatory CBDRM actions, including facilitation of community based disaster risk assessments (CBDRA) 2. Local government authorities integrate DRR and climate change measures into commune/ward, district and provincial socio-economic development plans (SEDPs); 3. Increased capacity of approximately targeted primary and secondary schools to reduce the risk of and respond to natural hazards, by applying the Safe School framework (with BoET and DoET). The project has been implemented in 4 provinces including (Quang Tri, Quang Ngai, Ha Tinh and Quang Nam.)
The Purpose of the documentation: This consultancy service is to document the best practices and lessons learnt on implementing the Safe School Framework under DRR project funded by OFDA in Quang Nam, Quang Ngai, Quang Tri and Ha Tinh province. Through the existing SSF implementation at the field and comparison with Standards of Safe School Model, the consultant will provide the necessary recommendations to improve the implementation of SSF in the context of Vietnam.
