Overview

The International Center (formerly known as Vietnam Veterans of America Foundation -VVAF) is a humanitarian organization that has addressed the consequences of war through advocacy and service programs in Vietnam for the last three decades. As a co-founder of the International Campaign to Ban Landmines, IC-VVAF was awarded the Nobel Peace Prize in 1997. Now the International Center (IC) focuses on disability support, landmine removal, and mental health programs. 

Under the financial support of the United States Agency for International Development (USAID), IC is implementing a Disability Inclusion Project/2B for Binh Dinh and Kon Tum provinces as a sub-implementing partner for this project. IC is responsible for implementing the Objective One of the project which is to expand the rehabilitation services to contribute to the Goal “which is to improve the quality of life of persons with disabilities in provinces heavily sprayed with Agent Orange, namely Binh Dinh and Kon Tum”. 

In the efforts to advocate for the expansion of health insurance coverage to more rehabilitation technical procedures, the project plans to collaborate with key health facilitate to identify essential rehabilitation intervention packages in light of WHO PIR (Package of Intervention for Rehabilitation) and propose an appropriate cost for these packages based on HI R-CAF. IC is seeking consultants to assist the health facilities in developing the rehabilitation packages and calculating the price in a precise and intercorrelated way based on HI R-CAF (Rehabilitation Cost Analysis and Forecast)

1.      DUTY STATION

  • Duty Station: Kon Tum province and other provinces if required.
  • Duration of Assignment: from 25 May to 30 November, 2024.

2.      ROLES AND RESPONSIBILITIES

The consultant team will be responsible for the development and finalization for

  • A detailed work plan agreed by the consultant team, partners and the project
  • A summary of the literature review on health economy policies and best practices in the rehab sector, including WHO-PIR and R-CAF
  • A report analyzing common health conditions in the province and recommended packages of intervention for rehabilitation catergorized into Musculoskeletal conditions, Neurological conditions, Cardiopulmonary conditions, Neurodevelopmental conditions, Sensory conditions, Malignant neoplasm and Mental health conditions
  • A proposal on pricing the selected package of intervention for rehabilitation

3.      SCOPE OF WORK

  • Review related policies and international/ national best practices in rehabilitation and services costing (including WHO PIR and HI R-CAF)
  • Study available secondary data and consult with specialists to prepare the report on common health conditions in the province and recommended packages of intervention for rehabilitation
  • Caculate the cost for the packages including the principle of correctness, sufficiency, and transparency, clarifying which parts are paid by the health insurance, the patient, or other fundings.
  • Co – facilitate technical meetings or advocacy workshops

5.      SUPERVISION AND PERFORMANCE EVALUATION

The Consultant will work under the direct supervision of the Chief of the Project

6.      SPECIFIC REQUIREMENTS:

Qualifications required:

The consultants should 

  • Specialize in health economy/ health financing and health service development
  • Have ten years of experience in costing procedures in health systems at the national and provincial levels
  • Have experience in advocacy in health financing and rehabilitation 
  • Be familiar with working with diverse stakeholders including hospitals and NGOs
