Developing the Disability Accessibility Construction Technical Manual for Masons and owners of housing support programs

BACKGROUND

Habitat for Humanity International began its work in Vietnam in 2001. Over the years, Habitat for Humanity Vietnam has delivered a holistic approach to housing by supporting and empowering communities to take ownership in improving their living conditions and eliminating poverty housing. With our housing services, we have engaged many stakeholders to help families and communities to achieve adequate housing and have lasting positive change in their lives by increasing access to affordable, safe shelter through these thematic areas: inclusive housing, safe, smart, and resilient communities; housing affordability; and government-people engagement.

OBJECTIVE

With the support of the Korean Disabled People’s Development Institute (KODDI) and Habitat for Humanity Korea, Habitat Vietnam is looking for consultants to develop the Disability Accessibility Construction Manual for masons. This manual will guide local masons on how to build houses that meet the accessibility standards for people with disabilities. The manual will also help other housing program stakeholders apply accessibility standards in their projects.

SCOPE OF WORK

The consultant(s) will report to Habitat Vietnam and will be expected to carry out the following work:

  • Study “the technical guidelines of designing and building houses to enable accessibility of PwDs”. Habitat Vietnam will share this document with the selected consultant.
  • Study other available and reliable documents on the topic.
  • Develop the manual outline and submit it to Habitat Vietnam for comments.
  • Revise the outline per Habitat Vietnam’s comments and develop the manual.
  • Submit the draft manual for Habitat Vietnam to comment on and revise.
  • Finalize and submit the manual for Habitat Vietnam
  • Prepare the contents and facilitate one-day training for local masons on basic disability accessibility construction standards and techniques.

DELIVERABLES

Expected deliverables for this TOR are as follows:

  • The Disability Accessibility Construction Manual, accepted by Habitat Vietnam.
  • A one-day training for local masons on basic disability accessibility construction standards and techniques facilitated. The evaluation of post-training was submitted to Habitat Vietnam.

TIMELINE

  • A one-day training for local masons on basic disability accessibility construction standards and techniques will be organized before 10th September 2023 in Quang Nam province.
  • The final Disability Accessibility Construction Manual is expected to be completed by 10th September 2023.

REQUIRED EXPERTISE OF CONSULTANT(S)

Selected consultant(s) should have the following qualification:

  • The consultant(s) must have relevant knowledge of disability accessibility construction standards.
  • The consultant(s) demonstrate practical experience developing disability accessibility construction documents.
  • Experience in preparing, conducting training, and reporting.
  • Be committed to and able to meet deadlines.
  • Good presentation skills.

  • The consultants/company’s profile/CVs showing relevant experience.
  • The draft outline of the Disability Accessibility Construction Manual
  • 01 financial proposal proposing specific tasks, number of days to complete each task, and payment rate for each day.
  • A sample of similar work done by the consultant(s)
