Consultancy Firm to Develop and Implement the Vietnam on Plastic & Waste Management

The mission of IDH, The Sustainable Trade Initiative is to catalyse systemic change through collaborative action and to achieve market transformation for impact at scale. IDH convenes companies, CSOs, governments and others in public-private partnerships. Together we drive the joint design, co-funding and prototyping of new economically viable approaches to realize green & inclusive growth at scale in commodity sectors and sourcing areas. Our approaches are designed to drive sustainability from niche to norm in mainstream markets, delivering impact on Sustainable Development Goals. We focus on creating positive impact on deforestation, living incomes and living wages, working conditions, toxic loading and gender. IDH is supported by multiple European governments (Dutch, Swiss, Danish and Norwegian) and we work together with over 600 companies, CSOs, financial institutions, producer organizations and governments in 11 sectors (apparel, cotton, tea, coffee, spices, aquaculture...) and 11 landscapes in over 50 countries worldwide. IDH is a dynamic and demanding organization of about 140 staff members and permanent consultants at the Headquarter in Utrecht, the Netherlands and several overseas offices and hubs in South America, Asia and Africa. Starting operating in Vietnam in 2010, IDH has since established strong partnerships with businesses, government and civil society organizations working on coffee, tea, cocoa, spices/pepper, aquaculture and apparel/footwear sectors.

In 2019, IDH plans to start a new program on Plastic Waste Management and IDH is looking for a consultancy firm or a NGO to support IDH on scoping the current context and developing Plastic Waste Management program including potential partnership.

Background

Plastic waste is a major source of pollution affecting the environment, human health and well-being. Globally, up to 5 trillion plastic bags are used each year, and 1 million plastic bottles are bought every minute. According to United Nations Environment Programme (UNEP), it is estimated that in the next 10-15 years global plastic production is projected to nearly double. Plastic pollution across Asia is a major problem. In fact, 60% of all plastic that ends up in our oceans comes from only 6 countries in Asia, including Vietnam. Vietnam is among the top 5 countries responsible for the estimated 13 million tons of plastic dumped in our ocean every year. Single-use plastics is widespread and waste management capacity is limited in Vietnam, causing the rising burden from plastic waste to the environment and public health. It is time to call for collective actions to combat one of the great environmental challenges of all time: such collective actions are needed from governments, the private sector, as well as citizens as consumers who need to take responsibility. Governments should lead by enacting strong policies to push for reducing the production of plastic waste and encouraging private investment on plastic waste recycling. The private sector must innovate, adopting business models that reduce downstream impacts of their products. Citizens must act as both consumers and informed citizens, demanding sustainable products and by adopting sensible consumption habits and at the same time exercising their buying power by refusing single-use plastics.

IDH is looking for a consultancy firm or partner like local NGO to develop and implement the Vietnam on Plastic & Waste Management:

Vietnam Plastic Waste Management

Objective:

The objective of the assignment is to support in preparation of Plastic Waste Management program that promotes collaboration of the public and private sector working & implementing together joint solutions to reduce the production and use of plastic bags and encourage the private sector investment in plastic bag recycling.

Tasks

  • Review all the existing initiatives, programs, projects working on Plastic Waste Management and potential synergy with them.
  • Review the current policy, regulation and tax system related to Plastic Waste Management, use and recycling and propose recommendation for improvement (e.g. more tax on plastic bag production, less tax on recycling, etc.).
  • Conduct the quick review of plastic waste recycle technologies used and current plastic recycle companies in Vietnam and identify challenges and opportunities for promoting plastic waste recycle in Vietnam; support companies to access to finance to invest in plastic bags recycling if necessary.
  • Identify the sectors and companies that use significant amount of plastic and develop strategy to reduce their footprint, identify and convince at least 20 key companies to engage in the program.
  • Identify the potential government partners that will engage and provide political support for the program.
  • Identify and approach the potential donors who may be interested in supporting the program in the long-term (from 2020-2025)
  • Develop Vietnam Plastic & waste management Program including the establishment of Vietnam Plastic Reduction Initiative (VPRI) that will include NGO, government agencies and especially companies committed to reduced use of plastic bags (at least 20%). This includes the selection of 1 city for piloting the program.

Expected deliverables
A Vietnam Plastic Waste Management Program developed with committed engagement of relevant government agencies, NGO and at least 20 key companies.

Requirements

The consultancy firm or local NGO will be selected on the following criteria:

  • Experience in developing and implementing a similar program in Vietnam.
  • Good general knowledge and understanding of the current plastic bag production and consumption situation in Vietnam
  • Strong track record and background in environmental and/or social sustainability.
  • Demonstrated experience in projects dealing with plastic bag reduction in Vietnam will be an advantage.
