Consultancy for Baseline data collection (extension)

1. Introduction

Founded in 1937, Plan International is a development and humanitarian organization that advances children’s rights and equality for girls. We strive to advance children’s rights and equality for girls all over the world. Plan International has been working in Vietnam since 1993. By June 2019, Plan International Vietnam has improved the lives of more than 1,300,000 children, their families and communities from over 131 communes in 10 provinces across the country. Our goal by 2026 is to reach 2 million girls from 1,875 ethnic communities in Vietnam so they can learn, lead, decide, and thrive.

The Young Health Programme (YHP) is AstraZeneca’s global community investment initiative. It has a unique focus on young people and primary prevention of the most common non-communicable diseases (NCDs), such as type 2 diabetes, cancer, heart and respiratory disease, and mental and neurological health conditions.

In Vietnam, the YHP is implemented by Plan International Vietnam in partnership with Department of Physical Education - Ministry of Education and Training. The programme will be running for a period of 3 years from 6.2023 to 12.2025. The overall goal of the YHP in Vietnam is to contribute to improved health and well-being of young people between 10-24 years old in Vietnam. Specifically, it aims to ensure that young people in Vietnam have increased knowledge about NCD prevention and NCD risk factors and increased greater capacity to make informed decisions about their health.

2. Project objectives:

The programme has the following four objectives:

  • Young people have increased knowledge and capacity on NCD prevention to protect and promote their long-term health
  • Communities are informed and mobilized to provide a safe and supportive environment that facilitates healthy behavior among young people
  • Health services have the capacity to support the health of young people, including accessible and quality youth friendly services
  • Laws and policies support NCD prevention and promote the broader health of young people

Plan International Vietnam is looking for a consultant team to collect data for the baseline survey for Young Health Programme in Hanoi. 

3. Deliverables:

Consultant team will be expected to hand over the following materials:

- Inception report:

Report should include a detailed sampling and data collection methodology, proposed key informants, proposed data collection software, timeline and execution plan, data quality assurance plan and safeguarding and ethics.

- Data collected and inserted/transcribed

  • Qualitative: Full transcripts of the qualitative data should be submitted in Word format both in the original language and translated into English. Specific guidance on how the Word documents should be labelled and formatted will be provided.
  • Quantitative: Consultants will use electronic data collection software of their choice (recommended: KoboCollect / KoboToolbox) to enter the data that is collected in such a way that it can be submitted in as an Excel *.csv file where rows correspond to observations; columns correspond to survey items), cleaned, and with the specific column headers and coding requested by the UK Consultant.

- Remain available for questions on data after initial submission

4. Timeframe: 

The actual time for data collection in the field tentatively in September 2023.
