Communications Specialist (Temporary)

The Netherlands Red Cross is looking for an experienced Communication Specialist that will take a leading role in the following JANI activities:

- Develop a series of short documentaries (three 10 minutes documentaries to be broadcasted on National television) on the situation of vulnerable groups and participation in disaster preparedness
Inclusion of vulnerable groups into Disaster Management and especially the National CBDRM Programme is very important. The NLRC and their partner Vietnam Red Cross want to develop 3 short documentaries to raise further awareness on this issue and share good examples. The communication specialist will work together with documentary makers and the national television to develop and broadcast these 10 minutes long documentaries. 

- Awareness raising workshop on including vulnerable groups in CBDRM Programmes.
The NLRC will conduct a national workshop to increase awareness at different governmental levels, mass organizations, representatives of vulnerable groups and the Red Cross. The awareness raising workshop will present specific issues on participatory approach; understanding of vulnerable target groups and mobilization of household contribution to CBDRM programme. Based on the topics of the 3 documentaries mentioned above the workshop will lead to more attention to vulnerable groups into CBDRM.

Areas of responsibilities:
- Take the leading role in implementing the mentioned activities.
- The incumbent is expected to completely organise al elements of this activity, and liaise with other NLRC and VNRC staff.
- Networking with other organisations (especially JANI members) to get their input and practical examples.
- Setup contacts with VTV for the broadcasting of the 3 documentaries
- Liaise strongly with the NLRC Finance Officer on financial management and reporting.

Reporting:
The incumbent will report to the NLRC Representative in Hanoi and is expected to be self-instructive, pro-active and independent. Reporting will be based on the outputs and outcomes.

Key requirements:
- Experience in developing documentaries
- Network in documentary making / contacts with relevant people
- Experience in organising workshops (including delegating tasks to support officers)
- Languages: Excellent command of written and spoken Vietnamese and English
- Good interpersonal, communication and negotiation skills and open-minded attitude to working with a variety of people
-  Ability to work in team and independently.
- Creative, focused and responsible.
- General understanding of the Vietnamese Government system (incl. mass-organizations)

Expected period of work:
End of April – End of September.
