SCOPE OF WORK

Activity: Produce video clips and photos for each of the five Round 1 pilots/ demonstrations of the Innovation Challenge Fund.

BACKGROUND

The overall goal of USAID Vietnam Urban Energy Security is “advanced, distributed energy solutions deployed to improve urban energy resilience and energy security” in Vietnam. The Project has the following high-level goals:

  1. At least 400 megawatts (MW) of advanced, distributed energy systems deployed in the selected cities.
  2. At least $600 million in public and private investment mobilized for advanced, distributed urban energy systems.
  3. At least 20 innovative solutions to address urban energy and environment issues demonstrated and/or commercialized.

To support the achievement of result three, the Project has set up an Innovation Challenge Fund (ICF) to fund promising pilots/demonstrations.

The Innovation Challenge focuses on providing resources and support to entrepreneurs, innovators and other organizations to pilot and/ or demonstrate new products, business models, or financing models for advanced, distributed urban energy systems across the five categories of transportation, building efficiency, electricity generation, electricity delivery and management, and water efficiency in Danang and/ or Ho Chi Minh City. It aims to fund 20 pilots and/or demonstrations.

The Project is looking for consultant(s) to (1) produce five video clips, one for each of the Round 1 innovation challenge fund pilots/ demonstrations win order to demonstrate how it is benefiting current clients and to document the results/ impact of the solutions. The videos will help potential beneficiaries or investors understand about the ICF and bring the innovations closer to market; (2) to capture photos of the innovative solutions at the demonstration sites.

TASKS

Under this statement of work, the consultant will perform the following tasks:

  1. Finalize and get approval from the Project team on the video production implementation plan.
  2. Work closely with the Project to develop five video scripts (one for each Round 1 pilot/ demonstration) with a length of approximately 3 mins for each video. The consultant will develop first drafts of the scripts. Provide input and advise the Project on the art direction and relevant visual and audio effects to make sure the videos meet the Project’s purpose.
  3. Visit each demonstration site (total of 5 sites in Danang and HCMC) and capture necessary footage to produce the video clip(s). This will include footage with the innovators, the beneficiaries and footage that clearly explains what the pilot/ demonstration is trying to achieve.
  4. Post-production and deliver five final videos.
  5. Visit each demonstration site (total of 5 sites in Danang and HCMC) and capture photos of the innovations. The photographer should be able to capture photos showing key moments such as the innovations in use, interaction of people (i.e. beneficiaries, project staff, technicians, etc). Good photos/ frames should capture interactions between people with USAID signage clearly shown in the background, and with high resolution.

For guidance, attachment A provides background information about one of the pilot/ demonstrations that the consultant needs to produce a video clip and photo collection for.

EXPECTED DELIVERABLES

Under this statement of work, the selected consultant(s) will be required to deliver the following:

  1. Production implementation plan.
  2. Approved final scripts – one for each of the 5 videos - with details on art treatment.
  3. Final videos with Vietnamese voice over and English subtitles. All videos must adhere to USAID marking and branding guidelines.
  4. Photo collections of at least 30 photos per demonstration sites showcasing the technology, innovators and beneficiaries.

The Project will cover lodging and transportation costs as well as a per diem allowances.

ESTIMATED TIMELINE

  • First batch of videos:
    • Quantity: 5 videos, each of approximately 3 minutes duration
    • Timing: June - December 2022

QUALIFICATION

The consultant should demonstrates:

  • Experience in producing video clips and taking photographs to promote product, project, demonstrate project‘s impact, etc.
  • Experience with clean energy sector is a plus.
  • Experience of working with government agencies, private sector, innovators, technology suppliers on distributed clean energy and energy efficiency is a plus.
  • Experience of working with USAID projects is a plus.
