The joint Vietnamese-German technical cooperation programme “Reform of Technical Vocational Education and Training in Viet Nam III” (TVET Programme) aims at the Vietnamese TVET system which is increasingly oriented towards supporting a socially just, green, and digital transformation of the economy ("Just Twin Transition"). It is funded by the German Ministry of Economic Cooperation and Development (BMZ) with counterpart funds from the Vietnamese Government. The implementing agencies are the GIZ and the Directorate of Vocational Education and Training (DVET) under the Ministry of Labour, Invalids and Social Affairs (MoLISA). In order to reach the project’s objective, four main outputs have to be achieved:

  • Output 1: TVET stakeholders on macro level are increasingly advising on the alignment of the TVET system with the socially just, digital, and green transformation (twin transition).
  • Output 2: The TVET network is empowered to offer cooperative initial and further training for the socially just, green, and digital transformation (twin transition).?
  • Output 3:? TVET institutions have planning and exchange tools for implementing the socially just, green, and digital transformation of the TVET system.?
  • Output 4: The technical and conceptual prerequisites of TVET for a climate-relevant sector are established for successful development-oriented skilled labour migration.

Thereby, the TVET Programme contributes to the improvement of the supply of demand-orientated qualified workforce in Viet Nam.The TVET Programme is looking for qualified national candidate to fill the following position:

Communication Specialist “TVET”
Duty station: Ha Noi
Duration: 01. April 2024 – 28. February 2027

Main tasks:

  • Further develop and coordinate the implementation of the Programme´s PR and communications strategy along the communication strategy of the Cluster TVET, Labour market and Labour Migration and the GIZ Country Office
  • Further develop the Cluster TVET, Labour market and Labour Migration PR and communication work in coordination with PR focal points of the cluster projects
  • Develop and promote strategic digital, print and multimedia content for various media channels for different target groups
  • Advice the programme´s political and educational partners, in particular DVET and TVET partner training institutes on their communication strategies and implementation
  • Provide marketing advice to partners to increase enrolment in technical trainings, to promote the image of TVET through thematic campaigns and to increase engagement of business sectors in TVET
  • Advice and support TVET programme staff and ensure the overall quality of all communication products and publications of the programme
  • Coordinate the programme´s communication work with other GIZ programmes, the German Embassy and other development partners
  • Prepare and implement PR and capacity building events, including the management of external service providers and related administrative tasks.
  • Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.

Minimum requirements:

  • University degree in social science, public policy, communication, journalism or similar  
  • At least 5 years professional experience in the field of PR, communications and marketing
  • At least 3 years professional experience in the field of advice and coaching (including facilitating training of communications staff)
  • At least 2 years professional experience in project management and/or events management
  • Working experience with international organizations organisations (like UN, EU, USAID)
  • Experiences in TVET is an asset 
  • Practical experience with media production (video production, writing articles, press releases, graphic design (samples are required)) 
  • Practical experience with business use of social media (including Meta Ads)
  • Very strong writing skills in Vietnamese and English
  • Communication and writing skills in German would be an asset
  • Creative, good organizational skills and strong analytical skills 
  • Willingness to travel 
  • Willingness to work if requested in project partner premises
