JOB DESCRIPTION

TITLE: Communication Consultant
PROJECT: USAID Global Health Supply Chain Program–Procurement and Supply Management project in Vietnam

Project Overview:

The purpose of the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s family planning and reproductive health program, and the Office of Maternal and Child Health and Nutrition. In supporting USG-funded global health activities, GHSC-PSM manages a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level in Vietnam, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities.

Background and Justification:

During its operations from 2016 to 2020, GHSC-PSM has achieved remarkable outcomes including 1) Accurately forecasting commodity demand to enable better procurement planning and supply monitoring; 2) Generating reliable data for supply decision-making by governments and donors; and 3) Transferring control over maintaining appropriate inventory levels of health commodities to local stakeholders. GHSC-PSM also supports the Vietnamese Government with the procurement and supply management of ARVs procured by the National Social Health Insurance (SHI) fund. In its final year of implementation, GHSC-PSM will prepare a communications plan for project close-out in Vietnam that includes a close-out event, a talk show of GHSC-PSM Partner on the Project activities, video on long-life project, success stories, and other products that will help with the dissemination of the milestones achieved in Vietnam during GHSC-PSM’s tenure. For the above purpose, the GHSC-PSM seeks to engage a consultant to provide communications support for the Vietnam office.

Purpose and Scope of work:

The consultant will undertake the following responsibilities:

  • Work closely with the technical team to identify content and develop success stories, infographic articles, photographs or other communication materials for an end-of-project close-out event to be held in September 2020.
  • Work with marketing firm identified by Chemonics to develop/produce a life-of-project overview video including idea development and monitoring of video development process.
  • Produce a communications strategy for the close-out event.
  • Write a “talk show” script where various project stakeholders discuss project highlights
  • Provide communication support to other events held by GHSC-PSM.

Expected deliverables and timeline: from 1st July to 30th Sept 2020

Below is a list of illustrative deliverables. All deliverables will be discussed and agreed upon needs, priorities, timing and LOE required.

  • Provide support and oversight to the marketing firm that is producing a life-of-project video highlighting project successes.
  • Write project success stories in hard copy and e-copy publications.
  • Produce a communications strategy for the project close-out event in September 2020.
  • Write a script for a mock in-person “talk show” discussion highlighting project successes.
  • Communication support is successfully provided to events as needed.
  • Success stories, briefs, and other communication products developed as requested.

Qualifications:

  • Bachelor’s degree in communication, public relations, journalism or social sciences. Master’s degree is a plus.
  • Minimum of 5 years of experience in communications, including event planning
  • Experience with scriptwriting preferred but not required
  • Excellent communication and facilitation skills.
  • Outstanding English writing skills.
  • Experience communicating with high level officials, such as the GOV.
  • Understanding of health sector is a plus.
  • Proficient in Microsoft Office.

Estimated Level of Effort:

Up to a maximum of 320 billable hours (40 days) incurred within the timeframe stipulated above. No more than 8 hours may be billed on any given day.

Location of Assignment:

This assignment is expected to take place in Hanoi, Vietnam.

Supervision:

The consultant will report to the Regional Country Director in Vietnam.
