I/ GENERAL INFORMATION:

II/ BACKGROUND

The award winning Biogas Program (BP) has been under implementation since 2003, and has supported the construction of over 137.000 domestic biogas digesters in 53 provinces in Vietnam. BP is cooperation between the Department of Livestock Production under the Ministry of Agricultural and Rural Development and SNV Netherlands Development Organization.

The programme is currently going through some major changes, taking the last steps towards its goal “to develop a commercially viable domestic biogas sector in Vietnam. These changes have large implications on the financial activities and financial complexity of the programme. For this reason BP is recruiting a full time Chief Accountant (CA).

III/ POSITION OBJECTIVES:

The CA will be in charge of ensuring accounting practices for the Program are consistent with the regulations of both the Vietnamese government and the relevant donors. The CA will advise the project director about financial issues and budget management in addition (s)he will be responsible for designing and implementing new financial mechanisms to accommodate the changes resulting from the introduction of result based finance in the project.

The CA will report directly to the project director and SNV Finance Officer.

IV/ ROLES AND RESPONSIBILITIES:

• Developing and implementing action plans for Financial and Accounting Unit which need to be consistent with the general programme plan
• Formulating annual operational budget plan
• Responsible for monitoring and evaluating the financial accounting procedure
• Ensure the financial affairs of the Program comply with regulations from both the Vietnamese government and the donors
• Reporting on financial and disbursement situation
• Guiding for provincial accountants, PMU accountant
• Managing, supporting and developing human resource in the financial unit
• Monitoring, evaluating, reporting the performance of the Financial and Accounting Unit to program director, SNV advisors, donors and MARD
• Support PMU procedures in closing Phase I, Phase II and opening Phase III
• Interaction with local authorities such as Tax Office, MoF, DLP/MARD etc.
• Other tasks assigned by the project director and SNV

V/ QUALIFICATIONS AND REQUIREMENTS:

Education level: University graduated and over and have the certificate of Chief Accountant.

Practical experience: Five year experience in program accounting at least, more favor to experience with MARD projects.

Personal qualities:

• Professional competency (finance and accounting)
• Ability of building relationship (EQ)
• Team work skills
• Result oriented M&E
• Excellent English and Vietnamese language proficiency

Health: Healthy enough to work
