Capacity Building Trainer on Proposal Writing Skills and Fundraising

Background
CHF, a Canadian NGO with 50 years of experience in international development, has entered into a partnership agreement with Center for Rural Communities Research and Development (CCRD) which is on behalf of the Civil Society Inclusion in Food Security and Poverty Elimination Network (CIFPEN) for the purpose of working together on a Capacity Building Project. The project, funded through grant assistance from Irish Aid’s Civil Society Facility, is aimed at increasing the capacity of a number of Vietnamese organizations to effectively mobilize grassroots participation and deliver development programs and services targeting vulnerable groups such as ethnic minorities. By strengthening the organizational, programmatic and networking capacity of VNGOs, CHF and CIFPEN will enhance the role of civil society organizations in participatory democracy while improving the resilience and livelihoods of vulnerable communities. The project will take a ‘learning-by-doing’ approach to capacity development by administering a sub-project fund aimed at providing opportunities to local organizations to apply their newly acquired skills for effective delivery of responsive sub-projects.
Within the workplan year 2 the project will organise training on "Proposal Writing and Fundraising skills" for leader of VNGOs and pool of experts in order to continue building capacity to VNGOs under CIFPEN network.

Scope of Work and Activities:
- The Trainer will provide training on Proposal Writing Skills and Fundraising to CIFPEN and its members. The position requires to review the successful and unsuccessful proposals, especially sub-project fund proposals which is prepared by CIFPEN and its members to identify strengths, weakness, opportunity and threaten (SWOT) of proposals and to provide training to improve knowledge on project proposal writing skills.
- The position requires demonstrated skills, methods and knowledge on proposal writing skills and fundraising and using participatory and practical training approaches.
- The Trainer will be expected to perform the following duties under the overall supervision of Project Director. He/ She will coordinate and cooperate with CIFPEN’s and CHF’s Capacity Building Specialists and Project Manager.
- To review all successful and unsuccessful proposals which were prepared by CIFPEN and its members in recent years to ensure that issues of proposal writing skills will be identified and evaluated.
- Based on the results of reviewing and analyzing of existing proposals to develop participatory training programs on project proposal writing skills and fundraising to two different target groups. The first target group is CIFPEN members who are VNGOs working in different aspects including natural resources management and respond to climate change; gender, family and public health; and livelihood development and market linkage to agriculture products of the poor. The second is CIFPEN Leaders who are key staff of CIFPEN Steering Committee. With the aim is to improve proposal writing skills of CIFPEN and its members.
- Training programs should be focused on all steps of proposal writing including participatory needs assessment to identify goals, objectives and results expected from target groups, content of project and its focused activities, project location and time schedule of activities, resources for carrying out the project, cost and income sources, description of the implementing organizations and partners, project team and management, monitoring and evaluation and follow up.
- The training programs on proposal writing skills and fundraising have to be integrated aspects of livelihood development, climate change, disable people and gender mainstreaming. The training programs have to be discussed agreed with project Capacity Building Specialists and Project Manager.  
- Trainer will provide key skills for writing proposals in various donors including the Government of Vietnam and International Organizations.
- Provide four day training program for VNGOs leaders and staff (25 people) who are members of CIFPEN in participatory and practical approaches to ensure that participants are able to absorb the knowledge sufficiently and apply into project proposal writing skills and fundraising. Training proposes to be organized in April.
- Provide three day training for CIFPEN leaders who are members of CIFPEN Steering Committee. The training is required a different approach to ensure that it meets the requirement of CIFPEN leaders on proposal writing skills and fundraising. Training proposes to be organized in Mayl.
- Write final training report which reflect results of the training, recommendations of participants and proposed follow up work plan for each VNGO members and CIFPEN.

Expectations from the trainees are able to:
1. Understand proposal writing skills to meeting the needs of various donors including from the Government of Vietnam and the International Organizations.
2. Understand proposal writing skills in various sectors, especially in aspect of livelihood development, climate change, disable people and gender mainstreaming.
3. Understand and apply learnt knowledge on writing project proposals including sub-project fund proposals initiated by CIFPEN Capacity Building project.
4. Train other CIFPEN and its members about above training subject

Essential Skills and Experience:
1. Masters degree (or equivalent experience) in a field related to development
2. Minimum seven (7) years of professional experience in a field related capacity building;
3. Proven skills in capacity building of local NGOs, with experience providing training on project proposal writing skills and fund raising;
4. Strong experience in, knowledge of and experience in applying participatory techniques and promoting gender equity;
5. Fluent in written and spoken Vietnamese and English.
