Rural Sanitation Demand Creation and Supply Chain Development for Scaling up Rural Sanitation in Hoa Binh Province

The Water and Sanitation Program (WSP) is a multi-donor partnership administered by the World Bank to support poor people in obtaining affordable, safe, and sustainable access to water and sanitation services. In Vietnam, WSP is supporting the Government through a technical assistance (TA) to Vietnam Health Environment Medicine Agency (VIHEMA) – an agency under Ministry of Health (MOH) – in the implementation of the rural sanitation component under the National Target Program – phase 3 for rural water supply and sanitation (NTP 3). Among the planned activities of this TA, under guidance and coordination of VIHEMA, WSP is working with Hoa Binh province to support the provincial-level implementation of NTP3, including also at district and commune levels. Two districts have been selected for in-depth support, namely Kim Boi and Mai Chau districts.

WSP is now inviting qualified firms to submit Expressions of Interest (EoI) for a consulting assignment to support the Department of Health (DoH) and Center for Preventive Medicine (CPM) of Hoa Binh province to 1) develop an evidence-based behaviour change communication strategy and plan to generate demand for improved sanitation among rural, poor households of different ethnic origins; and 2) develop a supply chain strengthening strategy and implementation plan to meet those demands. To achieve the objectives, three main activities will need to be implemented:

1) A rapid assessment in the two selected districts to understand barriers and motivations of the rural population to invest in hygienic sanitation; and to define the supply chain actors for materials and services, and assess existing and potential business models for sanitation delivery;

2) Based on the rapid assessment, development of a province-wide behavior change and market development strategy for Hoa Binh province and sanitation implementation plans for 2014-2016 for Kim
Boi and Mai Chau districts;

3) Development of necessary tools and materials for the implementation of the above strategy and training of relevant stakeholders for implementation.

Interested firms should submit EOIs electronically, in English, as well as the following documents: (1) brief presentation of company/agency, availability of appropriate skills and qualifications, (2) list of projects and values demonstrating experience with similar assignments & conditions, and (3) financial status and contact information no later than 4th June 2013 through World Bank Group eConsult2 website (https://wbgeconsult2.worldbank.org/wbgec/index.html). Only qualified firms will be invited to participate in the possible subsequent bidding process.
