Terms of Reference – Drawing Mural Routes for EORE communication

1.    BACKGROUND

Catholic Relief Services (CRS) is the official international humanitarian agency of the Catholic community in the United States. CRS works to save, protect, and transform lives in need in more than 100 countries, without regard to race, religion, or nationality. CRS’ relief and development work is accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance and peacebuilding.

CRS has been operating in Vietnam since 1994. In partnership with Government, Civil Society and Communities, CRS implements programs in 9 provinces/cities in Vietnam. The Vietnam Program has a diverse funding base in the sectors of Emergency, Disaster Risk Reduction (DRR) and Climate Change Adaptation; Disabilities; Mine Risk Education and Landmine Survivors’ Assistance.

In collaboration with a local partner, we are implementing the project activities to enhance the awareness of the community about the danger of landmines in Quang Tri, help them practice safe behaviors to protect themselves from the risk of landmine accidents.

Among these efforts, CRS would like to recruit an artist, as a consultant, together with CRS staff and its partner – Youth Union of Gio Linh district, Quang Tri - to draw the mural land on Explosive Ordnance Risk Education (EORE) topic in order to foster the comprehensive communication on in the community.

2.    OBJECTIVES

  • To create open art spaces containing EORE messages for communities in Gio Linh district, Quang Tri province;
  • Contribute to reinforce EORE messages in the community, ensure the comprehensive approach for the communication activity of the project (communication via listening, talking, reading, and watching); and
  • To reinforce good practice to prevent landmine accident risk in the community.

3.    METHODOLOGY

The content of murals will be copied from the available CRS EORE materials, some may contains other local communication topics to enhance the attraction for the overall works. The drawing process will be undertaken by the selected artist Gio Linh Youth Union members in the available and appropriate walls.

Appropriated walls will be selected by Youth Union members, ensuring that they are in the center of the districts where people can easily walk by and see the works.

The materials to paint the walls should be quality products, ensuring that the colors can remain firmly in the wall for at least 5 years.

4.    CONSULTANT TASKS AND RESPONSIBITIES

 

The consultant will lead and take the responsibility of the overall products, including working with CRS staff and its partners to complete approximately 30 murals (about 150 m2 of the wall).

The task will commence in mid of March and will be completed by 28 March 2021 as the latest.  The tentative time frame is as follows:

4.1 Deliverables

The Consultant will present to CRS: approximately 30 murals on about 150 m2 of the wall in Gio Linh districts.

5.    CONSULTANT QUALIFICATIONS:

The consultant should have the following skills set:

  1. Degree in University of Art;
  2. Minimum 5 years of experience with murals painting; and
  3. Have planning skill and coordination skills.
