Area Development Program Managers; Project Assistants; Bookkeeper/ Finance Officer; Development Facilitator

World Vision Vietnam (WVV) invites competent Vietnamese candidates for the following positions:

1.    Area Development Program (ADP) Managers (2 positions), based in Tram Tau district and Luc Yen district, Yen Bai province.

Area Development Program (ADP) is an approach to child focused development, emphasizing the process of community participation, sustainability, and integrating activities in the areas of food security, agriculture, micro-enterprise, health, nutrition, education, water, and sanitation.

Main Responsibilities:

This position provides overall leadership and management to the program in accordance with relevant strategies (e.g. national strategy, sectoral strategies, disaster preparedness plan, etc.), policies (e.g. Human Resources, Finance and Child Protection policies etc.), standards (e.g. Integrated Programming Model, LEAP, child sponsorship, etc.).

Requirements:

The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on the job training:
•    University graduate in any field, preferably in education, health, community development, or social work.
•    Have at least 4 years relevant work experience in community development including demonstrated capacity in program management. Experience in program implementation, community mobilization and participatory approach would be an advantage.
•    Knowledge and experience in capacity building for local stakeholders/partners.
•    Well-developed presentation, negotiation and interpersonal skills.
•    Ability to work with a minimum of supervision, exercise judgment, meet deadlines and work under pressure.
•    Experience in managing and supervising staff.
•    Well-developed written and oral communications skills in Vietnamese and English, particularly report writing skills.
•    Good computer skills (word processing, excel and power point).
•    Experience of working with ethnic minorities is preferred.
•    Willingness to work at the project sites (district level) with frequent travel.

2.    Project Assistant - Education: based in Tran Yen district, Yen Bai province.

Main Responsibilities:

This position provides management to the Education project of ADP to achieve stipulated objectives under the supervision and support of the ADP Manager.

Requirements:
•    Bachelor degree, preferably in Education, Pedagogy, Social Work, Community Development or English.
•    Have at least one year experience. Experience of working in community-based education development is preferred.
•    Basic English skills, particularly reading and report writing skill.
•    Well-developed written and oral communications skills in Vietnamese
•    Experience in program implementation and participatory approach.
•    Understanding of monitoring and evaluation
•    Good computer skills (word processing, excel).
•    Work at district level.

3.    Bookkeeper/ Finance Officer: based in Van Yen district, Yen Bai province.

The purpose of this position is to support WV Vietnam to maintain high standards of financial stewardship and assist the ADP Manager in maintaining the books of accounts and other financial records of the ADP & adhering to the financial standards of World Vision financial system to ensure accountability.

Main Responsibilities:
•    Administrative financial services are provided to the project to ensure compliance, quality, accuracy and consistency of work in project implementation.
•    Consistent service delivery is ensured by collaborating and working closely with all of the team members of the ADP or Project.
•    All the day to day operational procedures in planning, implementation, monitoring and evaluation, closure, audit, etc. are conducted in timely manner and in line with WV Policy and Procedure as well as Field Financial Manual (FFM).
•    The ADP or Project staff is provided the necessary account analysis codes and assistance to correctly filled in and prepare cash advance, EER, payment request.
•    The project team is assisted in verifying quotations, procurement, service supply contracts for project- related activity.
•    Adequacy and correctness of the supporting documents ensured for payments and/or voucher preparation (using Voucher Interface) to ensure consistency with WV’s Policy and donor requirements.
•    The financial transactions are monitored regularly to maintain project financial account in place and in order.
•    The suppliers of the quotes/bids submitted for major purchases are randomly selected to verify the existence, nature of business (whether it’s related to the goods or services being asked to quote or bid), relationship of the supplier with the staff of the project and reasonability of amount quoted.
•    The quality of the goods and services delivered to the beneficiaries is verified by conducting random visit to the project sites.
•    WV accounting policies and procedures are communicated to all staff and relevant partners.
•    The ADP or Project Manager is assisted in planning and developing project budget in line with the ADP’s Plan of Action and log frame.
•    The financial reports cover memo prepared with variance explanations, Advances & Payables Aging Analysis (IA 264 & IA 269), the asset register updated, the bank reconciliation performed and sent on time to the Cluster Finance Officer for posting.
•    The Sunsystem generated financial reports are reviewed with assistance of Cluster FO and NO FO for any non-project related expenses, discrepancies and irregularities from the project finance manual.
•    The Manager is provided with the necessary management financial report as and when required.
•    Filing system of key documents is established and maintained (in hard copy and soft copy) and in line with audit requirements.
•    All financial and other records required for audit purposes are maintained, and assistance provided in regular auditing of the ADP or Project.

Requirements:
•    Bachelor degree in Finance or Accounting.
•    Good knowledge of and 1 year work experience in accounting.
•    Basic English skills, particularly reading and report writing skill.
•    Well-developed written and oral communications skills in Vietnamese
•    Good computer skills (word processing, excel, spreadsheet).
•    Work at district level.

4.    Project Assistant – Capacity Building cum Monitoring & Evaluation based in Van Yen district, Yen Bai province

Main Responsibilities:

This position supports WV Vietnam in improving the quality of ADP’s Leadership Development Project, which helps improve the capacity and participation of the Commune Project Management Board, Hamlet Facilitator and Village Development Board on project management, and improve Design, Monitor and Evaluation (DME) system of the ADP in line with LEAP standard.

This position assists the ADP Manager in designing and developing project plans, monitoring the implementation of project activities to achieve stipulated objectives.

Requirements:
•    Bachelor degree, preferably education, public health, community development, social work and/or business administration.
•    At least 1 year working experiences in community development.
•    Knowledge and work experience on Monitoring & Evaluation and management of information systems is preferred.
•    Experience in program implementation, community mobilization and participatory approach would be an advantage.
•    Demonstrated capacity in project management, with conceptual understanding and required competency in DME functions.
•    Experience in capacity building for local stakeholders/partners.
•    Good skills in training and capacity building.
•    Good computer skills (word processing, excel, Power Point and email).
•    Basic English skills with good reading and report writing skills.
•    Work at district level.

5.    Development Facilitator: based in Tua Chua district, Dien Bien province.

The purpose of the Development Facilitator is to serve as a catalyst, partnership broker, and builder of the capacity of local partners, facilitating the development process toward the improved and sustained well-being of children within their families and community, especially the most vulnerable children.

Main Responsibilities:

•    Build close and constructive relationships and actively learn within partner communities in order to understand their realities and facilitate development processes effectively toward the well-being of children in the communities;
•    Enable and facilitate networking and connections among local stakeholder groups and between local partners and others outside the area who can contribute their resources for the well-being of children. (Local stakeholders groups may include formal and informal community-based organizations, businesses, other NGOs and local government agencies);
•    Facilitate planning processes with community members – especially the most vulnerable, and within community based groups;
•    Actively collaborate with Technical Cluster Staff, Program Coordinator, Sponsorship Facilitator in project planning, implementation, monitoring and reporting processes relevant to assigned areas for an effective program integration, under the support of the ADP Manager;
•    Build the capacity of WV and partner community groups to deliver the joint outcomes effectively;
•    Participate in and support the development and implementation of monitoring and evaluation tools and measurements of program/project effectiveness to track the delivery of joint outcomes;
•    Monitor the well being status of registered children in collaboration with Sponsorship Facilitator and Sponsorship Volunteers;
•    Assist communities and partners to prepare and implement community-managed disaster preparedness plans to ensure that these plans strengthen the resilience of communities for disasters and reduce disaster risks and assist partners in local management of disasters.
•    Ensure that the ADP resources are used in an efficient way and followed WVV financial guidelines.
•    Actively participate as an ADP team member in all areas, including feedback, reflection and learning.
•    Other responsibilities as reasonably assigned by ADP Manager.

Requirements:
•    Bachelor degree in a relevant field (preferably social works, community development, public health, education, business development…);
•    At least 2 years of development experience, preferably development facilitation in and with communities;
•    Strong understanding of key aspects of community-led development work;
•    Demonstrated capacity in project management, with conceptual understanding and required competency in DME functions;
•    Strong skills in facilitation of development processes, including organization, mobilization and influence of partners and networking among different development partners (especially at commune level);
•    Strong critical and analytical thinking skills;
•    Fair English skills
•    Good computer skills (word processing, excel and power point);
