Advocacy and Campaign Officer

Oxfam Novib is member of the Oxfam International confederation and started programs in Vietnam since the early 1990s. Together with other Oxfam affiliates we implement one Oxfam country program, to increase our impact. 

We are looking for an experienced and dynamic person to fill the following position:

ADVOCACY & CAMPAIGN OFFICER

The post is a fulltime, fixed-term, 1 year contract with possible extension, based in Hanoi but with frequent travel.

The Role:

The Advocacy and Campaign (A/C) Officer is responsible to support the development and delivery of Oxfam's and partners' national campaign and advocacy works, with a strong link to Oxfam's global campaign. The A/C Officer will play a role as a convenor and facilitator for policy advocacy and to some extent public campaigner. He/she will work closely with Oxfam's partners, programme and KM units to ensure one programme approach and contribute in building the capacity of Oxfam staff and partners in campaigns and advocacy. The A/C will work on programme when requested.    

Report to:     Advocacy and Campaign Manager

KEY RESPONSIBILITIES AND ACCOUNTABILITIES

  • Support the A/C Manager/take lead (whichever is appropriate/agreed time to time) to develop strategy and rollout operational work plan of national core campaign and advocacy.
  • Coordinate with Oxfam programme teams, partner organizations and key stakeholders to plan and implement campaign and advocacy activities at national level.
  • Provide technical support to programmes, partners and allies in developing effective campaign and advocacy strategies that contribute to national core campaigns. And when needed contribute directly to programme work.
  • Be responsible for day to day management and implementation of public campaign works.
  • Work with Knowledge Management Unit to develop campaign & advocacy, monitoring, evaluation & learning (MEL) plan and materials (press releases, media briefing, publication, digital products, documentation…) and Programmes Unit to leverage impact through one programme approach.
  • Support to develop and manage relationships with a diverse range of campaign allies/stakeholders
  • Monitor plan and budget of in charged national core campaign and advocacy work as agreed with line manager and coordinate with supporting unit to ensure compliance with Oxfam’s policy
  • Ensure internal and external reporting (financial and narrative) is completed to agree time frames
  • Support A/C Manager to represent Oxfam, lobby external targets and communicate Oxfam's views to a wide range of actors, including governments, regional institutions, civil society organisations and media.
  • Participate in proposal preparation and fund raising activities for campaign and advocacy (can be mainstreamed into programmes and/or cross cutting initiatives).
  • Ensure that gender perspective is applied across in the planning and implementation of campaign and advocacy.

TECHNICAL SKILLS, EXPERIENCE & KNOWLEDGE

  • Have a relevant education at academic level, preferably in a development-related field;
  • Sound understanding of policy issues that affect poverty, inequality and in justice in Vietnam
  • Proven experience and skills in planning and implementing advocacy and campaign development and implementation through multi stakeholders’ collaboration, cross team working and experiences/interests in digital campaigns.
  • High level of creativity
  • Good understanding of and proven commitment to gender and diversity issues
  • Ability to communicate complex issues in a clear manner
  • Ability to manage complex workloads and deliver outputs to agreed deadlines
  • Sound experience of networking and liaison
  • Ability to write quality reports, materials for advocacy and campaign
  • Fluency in written and spoken English is essential

Gross Annual Salary Range: VND 343,685,322 – VND 549,896,515
