The Mekong River Commission (MRC) is a regional river basin organisation. It was founded in 1995 by the riparian countries of the lower Mekong, namely Cambodia, Lao PDR, Thailand and Vietnam. MRC is promoting alignment and integration of the different riparian countries’ interests in using the Mekong’s water and related resources for the sustainable development of agriculture, fisheries, hydropower, or navigation. Through the creation of the MRC, the four countries have committed themselves to joint planning in the basin. The two upstream riparian countries, China and Myanmar, are engaged in the MRC cooperation as dialogue partners.

‘Reducing emissions from deforestation and forest degradation and the role of conservation, sustainable management of forests and enhancement of forest carbon stocks in developing countries’ (REDD+) offers an opportunity to capitalise on local stakeholders’ experience of forest monitoring while presenting new technical challenges on how data can be generated for a national REDD+ programme. Participatory forest monitoring (PFM) presents a multifaceted approach to engage stakeholders, particularly local people in REDD+ and contribute to the livelihoods of forest-dependent people. SNV and the Vietnam Administration of Forestry (VNFOREST), together with local government and community stakeholders in the southern province of Lam Dong, are currently piloting a model of PFM.
