Social Policy Ecology Research Institute (SPERI) in a non-profitable, independent scientific and technological organization which was established in 2006 and operates according to Law on Science and Technology under the Certificate of Science and Technology Activity Registration No A-525 issued by the Ministry of Science and Technology on 1 December 2020.

SPERI and its predecessor organizations have more than 20 years working with ethnic minority communities in the Mekong region to research, learn, analyze and make choices of development strategy of local knowledge in the mountainous ethnic minority communities regarding co-governance of the harmonious relationship between humans and nature, for further management, development and preservation of natural resources towards enriching bio-diversity, securing sustainable ecological livelihood and well-being of the villages.

SPERI is looking for qualified candidates to fill in the two following positions:

I - ADMINISTRATIVE OFFICER CUM CASH KEEPER - CLICK HERE FOR VIETNAMESE

Job title: Administrative Officer cum Cash Keeper

Duties and Responsibilities

The Administrative Officer will work under the direct supervision of the Chief Administrative Officer. She needs to ensure proper compliance of the organization regulation and the rules and regulations stipulated by Law. The main tasks are:

  • Conduct daily office administrative and clerical tasks;
  • Arrange logistics for meetings /seminars/workshops and events in Hanoi;
  • Manage a filing system of all kinds of SPERI records and documents;
  • Handle human resource management procedures including preparation of labor contracts, monitoring of personnel profiles and other contract-related work;
  • Monitor and manage SPERI equipment and assets;
  • Support colleague and visitor travelling including hotel and transportation arrangements, and assisting with visas;
  • Maintain inventory of office supplies;
  • Collaborate with other functional departments to fulfil tasks when required;
  • Manage SPERI cash as cash keeper.

Minimum Qualification Requirements

  • University or college degree. Preference will be given to graduates of National Academy of Public Administration, University of Law or graduates majoring in administration;
  • At least 2 years of working experience in office administration.

Skills

  • Good computer skills (Word, Excel, PowerPoint);
  • Ability to work independently and prioritize own workload;
  • Ability to work effectively with a team;
  • Good interpersonal and communication skills in Vietnamese and English, both spoken and written.

Job title: Finance Manager

Duties and Responsibilities

Finance manager works under the direct assignment and supervision of the Director (and/or authorized person). Finance manager strictly complies with the financial accounting principles prescribed by the law, the regulations and policies of the SPERI Institute as well as of the financial partners who cooperate with SPERI. The main tasks are:

  • Coordinate with professional departments and officers to prepare a 6-month, 1-year financial plan and submit it to the Director for approval;
  • Monitor and supervise the implementation of approved financial plans to ensure the cooperation between SPERI and financial partners are scheduled and committed;
  • Manage monthly cash flow to promptly respond to SPERI's activities;
  • Prepare financial statements according to the remittance periods in accordance with the templates which are stipulated by the financial partners’ regulations and policies;
  • Coordinate with the auditing process and check 6-month, 1-year audit reports of different projects as well as yearly organizational audit reports before the issuance of auditors;
  • Provide evidence-based financial data to complete annual reports which required from state management agencies;
  • Guide and supervise different departments and staff to perform the SPERI financial regulations well in order to ensure the financial system operates as the SPERI's regulations and the Accounting Law;
  • Check and confirm the monthly cash balance between the accountant and the cashier to ensure that the cash matches the balance on the accounting book;
  • Use the online management desk on the accounting software to regularly update the balance sheets, cash flow reports and payables of projects and the organization's tax liabilities to ensure the financial system is transparent, efficient;
  • Report to the Director monthly, quarterly or just in time on the financial situation of the organization (project balances, available cash, advance and payables settlement...) for the further directions;
  • Submit to the Director for approval of an update and supplement in SPERI financial regulation when these requests are stem from the actual work requirements;
  • Prepare proposed budget of a new project which fit with requirements of the narrative proposal. Check project contracts and submit to the Director for approval and signing to ensure the contracts are compliance with the organization's regulations and related laws;
  • Go on field trips at project sites and SPERI field offices upon request;
  • Participate in other tasks and duties of the organization as assigned by the Director or an authorized person.

Minimum Qualification Requirements

  • University degree in finance, economics or accounting;
  • At least 2 year working experience in project financial management and/or project accounting. Preference will be given to candidates with experience in financial management at NGOs.

Skills

  • Working with accounting software, reading and understanding financial statements;
  • Proficient in using computers (Word, Excel, PowerPoint...);
  • Working independently, priority-based working arrangement;
  • Effective work in team;
  • Write and communicate fluently in English.
