Position title: Administration-Human Resources Officer
Workplace: HFH Vietnam (HCMC Office)
Reports to: Administration-Human Resources Manager

Relates to: Public, social and professional HR and “staff equity” interests or service groups.  Coordinates with HFHV’s Operations, Program, Marketing, Resource Development staff and with HFHI/Asia Pacific Area office.    

The Administration-Human Resources Officer is responsible for delivering HR performance and providing administration services to the HFHI-V operations, programs and staff. This position will ensure that the HR and administration policies and practices are implemented in an effective and efficient manner at HFH Vietnam.

Key areas of responsibilities:                                                                            
Human Resources Performance
- Ensure that within the parameters of cross-cultural and national limitations, all employment practices, compensation, employee benefits and human resources programs are within the limits of established standards, procedures, guidelines and policies of HFHI and Vietnam.
- Support the recruitment, selection and hiring of new HFH Vietnam staff, service contractors and short-term volunteers.
- Ensure that HFH Vietnam is operating within the statutory requirements of Vietnam’s labor laws
- Maintain current organizational charts and current employee contact information
- Update leave records periodically and remind leave balance to managers/ supervisors
- Ensure monthly payroll, PIT, yearly PIT and other bonus are well conducted in an appropriate manner
- Establish and maintain relations with government, labor union, tax agency and other related personnel stakeholders
- Ensure all Q & A of staff related to C & B and all the needs of staff regarding to all types insurance are well responded.
- Ensure the implementation of HFH Vietnam’s HR policy and code of conducts
- Provide staff orientation guidelines and assist with new hire placement per request
- Regularly travel to all operations and program offices to follow-up on HR policies and procedures as well as maintain good employee relationships
- Support organizing an annual Staff retreat and team-building activities.
- Performs other relevant tasks as assigned by the Administrative and Human Resources Manager and/or Deputy Country Director

Administration services support
- Ensure hotel and air ticket for staff and guests are booked and settlement are prepared
- Ensure visa, work permit for expats to be done as needed
- Coordinate staff annual health check with service providers
- Conduct asset /stock inventory annually
- Support organizing annual /year end events
- Performs other relevant tasks as assigned by the Administrative and Human Resources Manager and/or Deputy Director

Experience requirements:
1. Colleague/University Degree in related field (HR or business management)
2. Minimal 2 years of experience in HR management in a non-profit or corporate multi-cultural environment
3. Good in written and spoken English required
4. Strong customer service, interpersonal, communication and organizational skills
5. Ability to support, facilitate change, persuade and negotiate to reach acceptable compromise/solutions among all levels in the organization
6. Extensive working knowledge in Vietnam’s employment laws
7. Demonstrated understanding of HR technical areas, such as compensation and benefits, employment, salary administration, and personnel development
8. Computer proficiency in MS Office suite and Outlook

Benefits and Performance Appraisals:
- Benefits will be provided as guided by Terms of References and/or contractual agreement and as required by standard labor policies and practices of the Socialist Republic of Vietnam as related to INGO operations in Vietnam and guided by best practices from HFHI policy and guidelines.
- Annual or project specific job plans will be developed with supervisor and management team will objectively guide and serve as assessment tool for regular (3-6 months) performance assessments and formal annual or end of contract performance appraisals.
