Accountant, USAID Pathways Project

Funded by USAID, the USAID Pathways project will focus on mentoring local capacity building lead agencies, strengthening organizational and technical capacity of civil society organizations (CSO), and developing replicable and effective community-based services provided by and for people most-at-risk of and living with HIV infection in Vietnam.  Accountant will be based in Hanoi and report to the Finance and Administration Manager. 

Responsibilities:
- Assist the Finance and Administration Manager in the financial tasks and oversight of program funds in coordination with RTI and USAID guidelines.
- Maintain financial management files for grants and ensures audit trail for all necessary grant documentation.
- Maintains local audit file, including filing of general ledger journal vouchers, accounts payable documentation, and other miscellaneous financial filings.
- Identify potential accounting discrepancies and works with the Finance and Administration Manager to effectively research, track and resolve
- Monitor project budget to ensure project expenditures versus milestones and reimbursements.
- Coordinate with Technical Managers and Finance and Grants Managers in compiling project financial reports.
- Monitor, track, and report on use of grants and Office.
- Oversee the expenditure reports by PLPs and grantees with supporting documents as needed
- Work with OD PLP to ensure grantees accounting system compiles with RTI  accounting system
- Preparation of Vouchers (Payment, Receipt, Journal), Office Cash Payment Voucher, Advance Vouchers;
- Duel check Cash Fund balance with Cash Flow.
- Maintain bookkeeping using QuickBooks software in accordance with Vietnam and RTI systems and requirements;
- Liaise with banks to ensure proper transactions and Bank’s reconciliation.
- Reconciling expense and travel reports, including calculating of Per Diem schemes for travel/trips;
- Assist The Finance and Administration Manager in preparation of accounting reports and information from RTI offices and partners in an accurate and timely manner;
- Assist The Finance and Administration Manager to prepare reports to local tax authorities, DIPSERCO, and state social funds (social insurance fund, medical insurance fund, employment fund, state statistics if necessary) as necessary;
- Assist The Finance and Administration Manager in reporting and payment of local taxes applying to RTI Vietnam and financial Reporting to Donors
- Assist The Finance and Administration Manager to prepare monthly financial reports in accordance with the schedule established by RTI  Head Quarter and Chief of Party or Donors;
- Control receivables with distributors.
- Perform any other reasonable duties as assigned by the Finance and Administration Manager. 

Qualifications:
- Bachelor’s Degree in Business Administration or Accounting and at least 1 year of experience in the management of financial systems and budgets, financial reporting, auditing, and/or taxation for a US Government-funded project
- Demonstrated knowledge, skills, and/or experiences in accounting, financial planning and management, accounting transactions, budgeting, reporting and ensuring compliance of internal control systems.
- Strong ability to work in a team-oriented setting.
- Knowledge of accepted accounting practices and principles.
- Advanced working knowledge of Quickbooks Software is preferred.
- Advanced working knowledge of Excel and strong database skills.
- Strong financial acumen and analytical ability.
- Detail oriented, organized and able to meet tight deadlines.
- Self-motivated, results driven, prefers to work in a fast-paced dynamic environment.
- Must possess excellent oral and written communication skills including fluency in English.
