Accountant and Admin Officer

Research Centre for Resources and Rural development (RECERD) is a VNGO  formed in 2011 under VUSTA. They work in resources conservation and rural development, with more focus given in small-scale aquaculture, community fisheries and nature conservation, under context of climate change. They are looking for qualified person fulfill the position of accountant and admin officer, based in Ha Dong district, Hanoi.

Key responsibilities:

1. Finance and Accounting:
- Check, verify and process financial documentation, including orders, invoices and payment to vendors and reimbursement to office staff/consultant
-  Keep track and process the personal income tax for staff/consultant in accordance with the government’s requirements
- Manage office petty cash
- Prepare office’s monthly expenditure report
- Maintain of proper control and filing of the supporting documents for all payments and financial reports 
- Regularly review and update office’s insurance and equipment inventory
- Other finance-accounting related work as required or needed (i.e. bank account, social insurance etc.)

2. Administration and Logistic:
- Provide administrative, programmatic and logistical support to projects, workshops, conferences and other programs (i.e. travel arrangements, financial advancement, translation and interpretation, contact relevant partners etc.)
- Manage the repair, servicing and maintenance of office properties;
- Liaise with government and local partners as assigned and with other local authorities about any issues related to administrative document, visa, tax, public fees and other public obligations 
- Assists the Director for all tasks related to human resources for the office: recruitment, hiring staff or consultants, payroll, labor contract issuance and management.

3. Other related tasks:
-Support to develop and manage the website including update news
-Assists the Director in check or edit the reports/contracts/bidding profiles prior to director’s approval
-Assists the Director in translate materials of RECERD

Qualification Requirements:
- Bachelor's degree in Finance and Accounting, Business Management, Business Administration, or in relevant fields
- Minimum of one year of relevant professional experience; preferably in NGOs
- Experience in implementing and monitoring the compliance of finance and accounting system, policies and procedures.
- Good knowledge of financial management, accounting and administration.
- Good knowledge of financial and accounting reporting systems; and finance related regulations as well as accounting practices of NGOs in Vietnam
- Good working knowledge of short and long term budgeting and forecasting, rolling budgets and financial analysis.
- Ability to work on own initiative with minimum supervision and to stay on task
- Networking skills, and proven capability to work well with government counterparts and private sector.
- Very good command of spoken and written English and Vietnamese.
- Strong commitments to learn and to do better
- Ability to meet deadlines, to multitask, and to work independently as well as part of a team.
- Demonstrated problem solving and negotiation skills
- Excellent interpersonal, organizational and time management skills.
- Computer skills especially in MS Office
