Vietnam Forests and Deltas Program

Position Description: Accountant, VFD Hanoi Office

BACKGROUND

USAID’s Vietnam Forests and Deltas program will support acceleration of Vietnam’s transition to climate-resilient, low emission, sustainable development by improving land-use planning and forest and natural resource management and engaging communities in development of action plans to address climate risks and vulnerabilities. The program will inform ongoing GVN efforts to develop and implement its National Target Program to Respond to Climate Change and the nascent Green Growth Strategy. Through an evidence-based cycle of analysis, demonstration, evaluation, and replication, the team will empower GVN, communities, and nongovernmental organizations to develop inclusive, equitable solutions tailored to the unique characteristics and challenges of Vietnam’s forests and deltas. The Winrock team’s approach prioritizes linkages between mitigation and adaption to develop a comprehensive, integrated response to climate change.

Vietnam Forests and Deltas will focus on two main areas:

1. Support adoption of land-use practices that slow, stop, and reverse emissions from deforestation and degradation of forests and other landscapes, and
2. Increase resilience of people, places, and livelihoods in delta areas through assistance on adaptation and disaster risk management.

Currently, we are looking for a full-time account for Hanoi office with following details:

NATURE OF WORK:

  • Basic function: The full-time accountant will be responsible for the financial accounting process in the VFD Hanoi office.
  • Supervisor: The Accountant will report to the Finance and Operations Director.

DUTIES AND RESPONSIBILITIES

1. Prepare and process all the payment with correct account codes and task code including Disbursement, cash receipts and Journal entries and advances which are in accordance with
USAID and Winrock finance and accounting policies and procedure.
2. Daily record all accounting transactions into the Quickbook.
3. Ensure the accuracy and completeness of supporting document for any transaction.
4. Review Petty cash reports of Provinces and make sure the accuracy and necessary supporting document of all transactions.
5. Prepare bank and cash reconciliation with the ledger.
6. Provide training and coaching to staff and capacity building to subcontractors when is necessary
7. Assist D&O Director in managing and keep tracking of subcontractor’s spending to make sure compliance with policy and spending is within the budget.
8. Review all payments of subcontractors to make sure the compliance with USAID's and WI's requirement.
9. Prepare and consolidate quarterly financial report to Government of Vietnam.
10. Assist D&O Director budget planning of the project.
11. Provide support and guidance of accounting work to project’s sub-offices
12. Responsible for Health insurance and annual tax finalization for local staff
13. Prepare a funds request for project operation on monthly basis
14. Monitoring receivable (staff advance account) and payable accounts.
15. Coordinate and provide information of newly purchased equipment and furniture for admin staff to maintain the office inventory of equipment and furniture
16. Together with administrative team provide logistic support and arrangement for meetings, workshops and other events of the project.
17. Provide monitoring trips to subcontract’s office and project sub-offices.
18. Carry out other duties when it is required.

KNOWLEDGE, SKILLS, AND ATTRIBUTES:

  • Good spoken and written English language skills.
  • Auditing skills an advantage.
  • Analytical and results oriented; honest and accurate; mature and reliable.
  • Ability to manage and work independently and efficiently.
  • Flexibility towards working hours and ability to travel.

QUALIFICATION:

  • Bachelor’s Degree in Accounting, Finance, or other relevant field.
  • At least 5 years of professional experience in accounting, , financial management, and/or administrative management is required; 8 years of such experience is strongly preferred.
  • Experience on other international development projects, especially USAID-funded projects, is highly desirable.
  • Fluency in both written and spoken English required.
  • A strong command of financial and other computer applications such as MS Word, Excel, and accounting software is desirable
  • Good knowledge of Vietnamese laws on labor, social & health insurance and personal income tax.
  • Detail-oriented with excellent interpersonal skills and ability to work in a team.
  • Ability to work independently, prioritize tasks and to take initiative.
