Background

FHI 360 serves more than 60 countries, all 50 U.S. states and all U.S. territories.

With funding from the Pfizer Foundation, the Abundant Health (AH) project (2016 – 2020) strengthened the capacity of the Ho Chi Minh City (HCMC) Department of Health (DOH) to provide accessible and quality hypertension and diabetes mellitus services at the community level. Using a team-based approach to care, the AH model established links across the health system, from community-based outreach platforms and community health workers to commune health stations (CHSs) and district hospitals. These service delivery points support self-management of hypertension and diabetes mellitus by individuals themselves and bring access to ongoing clinical management of hypertension and diabetes mellitus closer to patients.  

In 2021, FHI 360 implemented an end line evaluation of the project. The evaluation highlighted key implementation-related lesson learned and showed strong evidence of project effectiveness and high acceptability among various stakeholders. It also indicated demand for model replication in other provinces since AH demonstrated how a high-performing model could be effectively scaled up with modest external support.

FHI 360 is seeking a qualified local consultant/ consultant team to develop the strategies to adapt and adopt the model of AH model in different context of health service provision capacity, policy implementation and resource allocation from local government in provinces.

Scope of Work

This support will include, but not be limited to the following:

  • Objective 1. Conduct a rapid situation analysis to inform packaging of the AH model for replication at the provincial and national levels.
  • Objective 2. Advocate with national policymakers to replicate an adapted AH model to other provinces of Viet Nam.

Proposed Activities:

  • Conduct desk study on AH reports and its materials and tools to conceptualize AH model
  • Conduct literature review of global community-centered services at the primary care level to garner lessons learned on their design, implementation, and adaptation.
  • Hold consultations with six provinces, representing different geographic and socio-economic contexts, to understand their need for an NCD community-centered model and local conditions to adopt and adjust AH model.
  • Facilitate policy-oriented meetings on NCD service provision at the primary health care level and primary health care strengthening.

Proposed Deliverables: (in both English and Vietnamese).

  • Situational analysis report of AH model adaptation and nation-wide scale up, including modified AH materials that could be easily adapted to other contexts.
  • A set of reference documents for policymakers to enhance NCD services at the primary health care level.

The elements of the scope will be refined with the partner during the contracting process.

Location of Work:

The study will be conducted in 6 provinces which are Lao Cai, Thai Binh, Da Nang, Daklak, Tay Ninh, Tien Giang.

Evaluation Criteria:

Proposals will be evaluated in accordance with the following criteria: individual’s/team members’ technical expertise; proven past related experiences; and proposed rates and activity budget.
