BACKGROUND

Vietnam Urban Energy Security (the Project) is a 4-year, USAID funded activity that addresses the problems of growing energy demand and air pollution from large coal projects and current urban energy practices in Vietnam. The activity supports cities of HCMC and Ho Chi Minh City (HCMC) to take advantage of: 1) the technological advancements and cost reductions of advanced, distributed energy solutions such as rooftop solar, battery storage, and demand response; 2) electric vehicles (EV) and electric vehicle charging station (EVCS); 3) energy efficiency and modern energy technologies for municipal services; and 4) business opportunities for local entrepreneurs in deploying distributed energy systems and services.

The Project’s Component 1: Strengthening Local Enabling Environment, focuses on working closely with DOIT and other GVN counterparts in HCMC and HCMC to strengthen their ability to promote and encourage the adoption of renewable energy and energy efficiency measures locally. This will be done by providing ongoing guidance and advisory support for action plans, implementation strategies, and operational manuals; technical assistance to enhance compliance with national level strategies, policies, and regulations; and working with the private sector to promote DOIT and GVN priorities and support their adoption of renewable energy and energy efficiency measures.

End of December 2021, HCMC People Committee (PC) issued Plan No. 4485/KH-UBND on EEAP in HCMC in period 2021 – 2025, vision to 2030. Beside the specific targets, the plan set targets to enhance management roles of city authorities for EE. The plan also nominated that EE activities should be implemented regularly and continuously in social activities of the city, form familiarity with the EE in the activities of society and DEUs, contributing to ensuring energy security, protecting the environment, and towards green grow and sustainable development. The plan states that Department of Industry and Trade (DOIT) shall lead and coordinate with relevant agencies to implement the plan tasks.

A few years ago, Vietnam developed a standard training energy management system (EnMS) curriculum training. In parallel, ISO 50001 has been approved as a national standard for EnMS. Additionally, the MOIT has recently issued and approved Circular No. 25/2020/TT-BCT relating energy reporting scheme, and online energy reporting tool that requires Designated Energy Users (DEUs) and large energy users to comply with these requirements.

Under Workplan Year 2, Sub-activity I.3.2 – Promote adoption and compliance of EE measures, the USAID Vietnam Urban Energy Security (the Project) will cooperate with HCMC DOIT to organize a training course and testing for the Professional Energy Manager certification of large energy users in both industrial and commercial sectors in HCMC. The course will use the MOIT curriculum. Trainees who pass the test will be qualified to achieve a Professional Energy Manager Certificate issued by MOIT. It is expected that upon receiving the training, the Energy Managers will be equipped with knowledge which helps them better plan and implement energy efficiency activities in their facility. HCMC DOIT will be the host of the training course. It is expected that the training course will provide information relating to existing regulations and relevant MEPS circulars, provide and update current regulations (i.e. Circular No. 25/2020/TT-BCT), and provide some typical EE measures and EE emerging/innovation solutions.

OBJECTIVES

The objective of this assignment is to support HCMC DOIT to implement its Energy Efficiency Action Plan (EEAP) through organizing an intensive Energy Manager training course for selected large energy users in HCMC with curriculum accredited by MOIT and a final test which enables them to be certified as Professional Energy Manager as regulated by the Law.

SCOPE OF WORK

The assignment is to (i) support HCMC to enroll the trainees; (ii) prepare training materials; (iii) conduct the training course; (iv) organize the final test for participants in compliance with MOIT’s regulations to faciliate the obtaining of energy manager certificates.

In order to support of this activity, the Project will engage 4 highly qualified consultants to work in a team, coordinate with HCMC DOIT and The Project to conduct a 4-day Training Course for Energy Managers and 1-day test in HCMC.

The list of trainees will be provided by DOIT before the start of the training course.

The Consultant Team consists of (i) Policy and Energy Management Expert/Team Leader, (ii) Electrical Engineering Expert, (iii) Electricity System Expert, and (iv) Thermal Engineering Expert.

The Consultant Team will be required to complete the following tasks:

  • Closely work with the Project and DOIT to organize the training course as required by local regulations, including trainee enrollment.
  • Develop a training material package including agenda, all presentations, reference materials, exercises, case-studies, tools, and any other relevant materials if needed, aligned and consistent with the updated standard training curriculum required by the MOIT. The comprehensive training material package must be reviewed and concurred by DOIT and the Project before training is conducted.
  • Provide a set of training materials to DOIT, the Project and trainees.
  • Support the DOIT, the training host, to ensure the training is in compliance with relevant local authorities’ regulations (i.e. approval from MOIT, etc.).
  • Deliver the training following approved training program with appropriate, interactive training approach and skills, and oversee other team members to ensure the training is organized well under the supervision of DOIT and the Project.
  • Conduct one-day final test for participants in compliance with MOIT’s regulations.
  • Work with DOIT and MOIT to the the obtaining of energy manager certificates.
  • Collect Project’s Training Evaluation forms provided by all participants.
  • Prepare a final training report after training is completed.

EXPECTED DELIVERABLES AND TIMELINE

Throughout the assignment, the Team Leader is expected to participate in regular phone calls and meetings to provide progress updates and should provide outlines of deliverables (e.g. training section slides, books, examples, case-studies, tools, etc.) for comments and approval before developing the reports and prepare drafts for feedback and input before finalizing. The Consultant Team will conduct an energy manager training course under supervision of DOIT and the Project. The Consultant Team will provide a training report after training completion. The report should include list of trainers, agenda, key content of each section, list of participants, questions and comments from the trainees, and short description for the set of training materials. All deliverables will be reviewed and approved by both DOIT and the Project.

Communication will be in either Vietnamese or English.

REPORTING AND LOCATION

The Consultants will report to the Component 1 Lead. The work-products and deliverables will be reviewed, commented and approved by both the Project and DOIT.

The reporting may be through in-person meeting and/or through weekly conference call.
