02 National Consultants to Support the Department of Public Administration Reform (the Ministry of Home Affairs) to Revise and Pilot the District-Level One-Stop-Shop Indicators (DOSSI)

Request for CV submissions from National Individual Experts/Specialists for the positions of 02 National Consultants to support the Department of Public Administration Reform (the Ministry of Home Affairs) to revise and pilot the District-Level One-Stop-Shop Indicators (DOSSI)

The Ministry of Home Affairs (MoHA) is assigned by the Government of Vietnam to implement a project for “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving Public Administration Reform efficiency and effectiveness”. The project is funded by UNDP and other donors through One UN Fund. The main objective of the project is to support the implementation of the Public Administration Reform (PAR) Master Program and the Action Plan of the Government to carry out the 5th Resolution of the Party Central Committee (the Xth term) on “Accelerating PAR, improving public effectiveness and efficiency”. The project consists of 4 main components as follows: 1) PAR process management and policy development strengthened; 2) Alternatives public service delivery reforms assessed and piloted; 3) Local government reform; 4) PAR communication/information improved and PAR partnership strengthened.

With technical support of the project, the Department of PAR (MoHA) researched and developed the District-level One-Stop-Shop Indicators (DOSSI) to evaluate the performance of OSS at districts. To create the foundation for the nationwide application of DOSSI and based on the Annual Work Plan 2011 approved by UNDP and MoHA, the project is to support the Department of PAR (MoHA) to review, revise and pilot DOSSI in some selected localities.

To make sure DOSSI is developed in an objective, comprehensive and substantial way, and piloted successfully, it is necessary to have technical support of highly qualified national consultants with in-depth knowledge and profound experience in management science and PAR as well as with excellent skill of making surveys and interviews, workshop organization, presentation, training and pilot implementation. The project expects to recruit 01 national expert in monitoring and evaluation and 01 national expert in training and pilot instruction to support the Department of PAR (MOHA) to carry out the above tasks.

Work duration: 25 working days for the Monitoring and Evaluation Consultant and 60 working days for the Training/Pilot guiding Consultant, starting from October 2011.

Work locations: in Hanoi and other locations, as required by project.
