02 National Consultants to Support Department of Local Government in the Research on the Differentiation Between Urban and Rural Local Government

The Ministry of Home Affairs (MoHA) is assigned by the Government of Vietnam to implement a project for “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving Public Administration Reform efficiency and effectiveness”. The project is funded by UNDP and other donors through One UN Fund. The main objective of the project is to support the implementation of the Public Administration Reform (PAR) Master Program and the Action Plan of the Government to carry out the 5th Resolution of the Party Central Committee (the Xth term) on “Accelerating PAR, improving public effectiveness and efficiency”. The project consists of 4 main components as follows: 1) PAR process management and policy development strengthened; 2) Alternatives public service delivery reforms assessed and piloted; 3) Local government reform; 4) PAR communication/information improved and PAR partnership strengthened.

With regard to the Annual Work Plan of 2012 approved by UNDP and MoHA, the project aims at supporting Department of Local Government - Ministry of Home Affairs to research the differentiation between urban and rural local government. To ensure a full, detailed and scientific assessment report on the baseline of the organizing model, functions and tasks of the People’s Committees and People’s Council at all levels, it requires to mobilize the support of senior national experts who have availability and experience in state organizations, especially in the organizational structure, differentiating between the organization model, operating mechanism and duties and authorities of urban and rural local government; skills of research, judgment, analysis, synthesis, making research report; experience in conducting field surveys, interviews, organizing seminars, consultative workshops. The project expects to recruit 02 experts to support the Department of Local Government to conduct a study on differentiation between urban and rural local government.

The national consultants will support and coordinate with the Department to develop a report with 2 main focus on: (i) study and judgment on the organization and operation of local government including foreign experience; (ii) study the rural and urban natures and their impact on the management of rural and urban authorities, recommendations for the organization models, duties, authorities and operation mechanism of rural and urban authorities.

Work duration: 60 days for leading consultant and 45 days for supporting consultant, starting from August 2012.

Work locations: working at Department of Local Government - MOHA and others required by PMU.
