Abt Associates, a major American business and government research, technical assistance, and consulting company, seeks qualified candidates for a potential health project that aims to develop and implement a comprehensive and integrated approach to addressing the needs of disabled populations in Danang, Vietnam.  Brief descriptions and qualification requirements for open positions are listed below.  All positions are based in Danang and are contingent on project award.

1. Project Communications Director:  Responsible for implementing the project’s branding and press relations plan, preparing press releases, fact sheets, documenting successes/lessons learned and production of newsletters with partners. Liaise closely with the client on all relevant project communication materials, contribute to other selected project BCC activities and help facilitate the project’s policy advocacy strategy in close collaboration with relevant staff and help develop technical and policy briefs. Qualification Requirements: Degree in Journalism, Communication, Public Administration, Public Health or other relevant field and relevant professional experience, majority of which is with international donors. Experience with USAID publications/ branding requirements, and in graphics design, desk top publishing highly desirable. Excellent writing skills in both Vietnamese and English required.

2. Monitoring & Evaluation Manager: Lead the preparation of performance monitoring plans including developing and defining program indicators and sources of data, as well as annual reports, M&E updates and other project documents, oversee data collection, analysis and reporting of M&E data and help build capacity of project staff with regard to M&E. Contribute to the design of surveillance methodologies, tools and trainings and participate in baseline surveys and implementation of surveillance related programs. Qualification Requirements: Degree in Public Health, Social Sciences, Epidemiology, Statistics, or other relevant field and relevant professional experience including experience in monitoring and evaluating health programs and/or donor funded programs. Experience in designing health surveillance systems also desirable. Fluency in English required.

3. Surveillance Specialist: Responsible for providing technical oversight of the birth defects, post-natal neonatal screening, and cancer surveillance activities of the program. Actvities supervised will include developing a surveillance system to monitor prevalence and trends in birth defects and cancer in Danang, developing database and procedure manuals that can be utilized for surveillance of birth defects and cancer and designs and help improve capacity and educational awareness for newborn screening and quantify the public health impact of birth defects and cancer. Qualification Requirements: Masters Degree in Public Adminstration, Public Health, Edpidemiology, Statistics or other relevant field and relevant professional experience in public health surveillance. A thorough understanding of Vietnamese public sector structures, systems and decision-making processes and knowledge of disability or cancer issues is desirable.

4. Policy Assessment Specialist: Responsible for technical oversight to program activities related to assessing disability services and capacity in Bien Hoa and Phu Cat. Lead disability sector assessments, produce assessment report, carry out mapping exercise in Bien Hoa and Phu Cat and in coordination with Provincial People’s Committees develop a strategic plan to implement activities to respond to the Vietnam’s Disability Law. Qualification Requirements: Master’s Degree in Public Administration, Public Health, Epidemiology, or other relevant field and relevant professional experience in program evaluation and strategic planning. Experience in prevention and treatment of non-communicable diseases and established network with key Vietnamese government authorities is desirable. A thorough understanding of Vietnamese public sector structures, systems and decision-making processes is important.

5. Non-Communicable Disease Specialist: Provide technical oversight to program activities related to strengthening services for birth defects, post-natal new born screening, and cancer surveillance. Assess existing post-natal new born screening and pre-pregnancy health service interventions and develop plans/systems to improve new born screening and follow up treatments in Danang. Engage with stakeholders to develop an action plan for pre-pregnancy services to prevent birth defects and help develop an effective and quality referral/treatment and rehabilitation system for children with birth defects. Qualification Requirements: Clinical or Master’s Degree in Public Health, Social Sciences, Epidemiology, or clinical health specialty relevant and relevant professional experience in health education/health promotion related to cancer, birth defects, and/or non-communicable diseases. A thorough understanding of Vietnamese public sector structures, systems and decision-making processes and established network with key Vietnamese government authorities is desirable.

6. Health Promotion Specialist: Responsible for providing technical oversight to program activities related to health education and behavior change commununication (BCC) on pre-pregnancy (pre-conception) health and nutrition.  Develop and implement pre-pregnancy health education plan for Danang on prevention of exposure to pollutants and contaminants, nutrition, prevention of common health problems, and newborn care. Design and implement public awareness campaigns on pre-pregnancy education, develop appropriate educational and BCC tools and job aids for health personnel, and help build the capacity of health personnel on providing pre-pregnancy education to adolescents and young women. Qualification Requirements: Degree in Public Health, Environmental Health, Nutrition, or other relevant field and experience in health education and/or pre-pregnancy health promotion. Experience developing public education or physician interpersonal communication programs and high level of proficiency required in both Vietnamese and English.
