Upland Livelihood Advisor

SNV Vietnam is looking for an Upland Livelihood Advisor, based in Hanoi and expected to spend considerable time in Thanh Hoa and Nghe An provinces (06 (six) months employment contract)

The Vietnam Forest and Deltas Program is funded by USAID and implemented by Winrock International and Ministry of Agriculture and Rural Development (MARD), in partnership with the Netherlands Development Organisation (SNV), the Red Cross and Centre for Sustainable Rural Development (SRD). The USAID Vietnam Forest and Deltas Program is embarking upon a five-year effort that will support four provinces to accelerate their transition to climate resilient, low emissions development through investments in reducing net emissions from forests, and enhancing resilience of people, places, and livelihoods to short and long-term climate impacts.

The sustainable landscape component will focus on upland landscapes, with the goal of reducing greenhouse gas emissions from deforestation and forests degradation, maintaining and enhancing existing forests stocks and increasing climate change resilience and sustainability of landscapes.

Interventions will improve forest management, afforestation, but also to promote climate resilient livelihoods in forested areas. This is of special importance in areas where food insecurity, natural hazards and governance issues lead to increased pressures on forests. Increased income for local people, and the stabilization of upland agricultural systems, has been identified as important steps in reducing forest dependence and increasing resilience to potential impacts of climate change, hazards and economic difficulties.

The program aims to address these through improved sustainable livelihood models and through extension through adoption of farmer-to-farmer approaches and field schools. Interventions will be undertaken which provide opportunity for testing models for improved livelihoods, including climate smart rice, reducing need for firewood (and mitigating health impacts from smoke), agro-forestry and home garden improvement, sloping land agriculture and other activities.

The aim of this study is for the consultant to provide technical skills to towards improvement and consolidation of the models, including field implementation, upscale, assessment and evaluation of impact and documentation of the models. The work should commence from 1st April to 30th September, and is deemed crucial to our understanding of the impact and in determining next steps for VFD project investments and sustainability.

SNV Vietnam is seeking highly qualified national candidate for the position of Upland Livelihood Advisor to join the team.

Main task:

The assignment is to provide assistance with respect to implementation of upland livelihood models in Thanh Hoa and Nghe An provinces through undertaking the following tasks:

  • Review and evaluate existing livelihoods models, constraints, climate change impacts and success and prepare a rapid plan of action to upscale using farmer field school or other approaches, increase sustainability, modify implementation and consolidate models, within project funding constraints;
  • Work with monitoring and evaluation advisor to develop and implement tools for assessment of impact and documentation whether households demonstrated
  • Prepare a plan for upscale and work with extension officers, and district DARD to assess available budgets for integration to existing socio-economic plans
  • Document models in simple manner, prepare extension materials were appropriate;
  • Identify models for further value chain exploration which have potential to increase livelihood and enhance local capacity;
  • Identify local capacity building gap and needs; undertake capacity building activities, to be determined, for more climate-adaptive livelihoods.

Deliverables:

The deliverables should be discussed after initial field assessments but should include:

  • Work plan and Detailed Targets and Deliverables for the Consultant and VFD Livelihood Work during Inception Phase
  • Recommendation and Evaluation of Farmer Field School Models
  • Report on Progress and Status of Livelihood Models; including recommendations for upscale, success, extension materials, next steps and handover to local farmers and recommendations for year 5 work plan.
  • Training Courses and Workshops Delivered on Selected Models, to be determined
  • Monitoring and Evaluation Report ion Livelihood Models (in conjunction with VFD monitoring advisor)
  • Extension Materials and Documentation prepared for Livelihood Models

Candidate profile:

  • Vietnam national, but fluent in written and spoken English;
  • Graduate or Post Graduate qualifications in agriculture, natural resources or relevant subject;
  • Expertise in livelihood assessment and developing climate smart agriculture models upland livelihoods is essential;
  • Preferred working experience with farmer to farmer field schools, participatory approaches, and experience with international / national NGO is advantageous;
  • Extensive knowledge of agro-business, aquaculture and forestry, upland agricultural systems;
  • Experience in developing training programmes to local stakeholders and local people;
  • Proven experience of high quality reporting, and examples of publications submitted for other donor or research organisations;
  • Proven experience in social inclusion and gender analysis, is an advantage;
  • Proven experience in research skill (acquainted with qualitative and quantitative data collection methods);
  • Strong experience with community development and capacity building projects;
  • Fluent in verbal and written English and the applications of relevant software;

Supervision:

The Upland Livelihood Advisor will be coached and supervised by Sustainable Landscape Component Team leader.

Contract Duration: 06 (six) months employment contract, from 1st April 2016 to 30th September 2016.
