Under activity 4.8 – Following the support implemented in the previous fiscal years, in Y5WP, the USAID Trade Facilitation Program continues its support for local trade facilitation (TF) mechanisms which have been set up and put in operation in the selected provinces. The support activities will be more focused on the private sector with the view to facilitate their import-export activities, overcome challenges caused by Covid-19 Pandemics and resume their positive trading momentum.

In Dong Nai particularly, through their Sub-committee of Technical Assistance for Trade Facilitation (PTFC) under the Provincial Steering Committee for Economic Development, the local authority would like to accelerate their support for business people in their import-export acidities. Based on their specific request, the Program will support a training WS to update the recent revised regulations relating to import-export activities for the private sector.

Activity Description:

Upon the working discussion with the USAID TFP team, PTFC Dong Nai whose focal point is Dong Nai DOIT, would like to organize as Training WS on the new labelling and the HS codes 2022 in accordance with the Decree 11/2021 by the Government and Circular 31/2022 by the Ministry of Finance respectively, which will be organized on November 25 2022 tentatively. With the support of Department of Customs Control and Supervision and Department of Import-Export Duties under GDVC, the content is to be elaborated as below:

Objectives:

  • Improve the knowledge of local authorities and enterprises of Dong Nai Province about new labelling and HS Codes 2022 according to the newly issued regulations
  • Provide instruction and specific examples for the application in goods labelling and goods classification as promulgated by new regulations
  • Provide opportunities for the business people to raise their case and questions for the clarification and answers by GDVC and local consultant with the view to improve their compliance in the future

Tasks & Responsibilities:

One local consultant will implement the following tasks:

  • To produce materials in the forms of PowerPoint (a must for the presentation), Words/ Excel and others on the following topics:
    • Forms of fraudulence in goods origin and labelling
    • Common problems encountered by business people when doing customs procedures related to goods labels
    • Introduction of General rules explaining the classification of imported and exported goods
  • Together with experts from Customs Control and Supervision Department and Import – Export Duty Department (GDVC) to deliver the training WS to local business people in Dong Nai Province and respond to the questions by the participants on the relevant topics.

Qualifications:

  • Master's degrees in law, international trade, customs administration, trade policy, economics, business administration, or similar field (Bachelor degree with more than 10 years of experience in field may be accepted);
  • Minimum 10 years of experience coordinating or working with customs in Vietnam at central or provincial level;
  • Proven experience of working with, or practical knowledge of labelling and goods classification;
  • Good understanding of Vietnam rules and laws on the topic;
  • Background knowledge and understanding of the current status of Vietnam as related to this topic;
  • Proficient in word processing, spreadsheets and office software such as Microsoft Word, Excel, PowerPoint, and Google Applications;
  • Good communicator with fluency in Vietnamese and English and with strong written, oral and presentation skills
