Background
CHF, a Canadian NGO with 50 years of experience in international development, has entered into a partnership agreement with the Center for Rural Communities Research and Development (CCRD) which is on behalf of Civil Society Inclusion in Food Security and Poverty Elimination Network (CIFPEN) for the purpose of working together on a Capacity Building Project. The project, funded through grant assistance from Irish Aid’s Civil Society Facility, is aimed at increasing the capacity of a number of Vietnamese organizations to effectively mobilize grassroots participation and deliver development programs and services targeting vulnerable groups such as ethnic minorities. By strengthening the organizational, programmatic and networking capacity of VNGOs, CHF and CIFPEN will enhance the role of civil society organizations in participatory democracy while improving the resilience and livelihoods of vulnerable communities.

The project will take a ‘learning-by-doing’ approach to capacity development by administering a sub-project fund aimed at providing opportunities to local organizations to apply their newly acquired skills for effective delivery of responsive sub-projects.

Within the workplan year 2 the project will organise trainer on "Policy Advocacy Skills and Methods" for CIFPEN’s member and pool of experts in order to continue building capacity of CIFPEN.

Scope of Work and Activities:
- The Trainer will provide training on Policy Advocacy Skills and Methods to CIFPEN and its members.
- The Trainer will be expected to perform the following duties under the overall supervision of Project Director. He/ She will coordinate and cooperate with CIFPEN’s and CHF’s Capacity Building Specialists and Project Manager.
- Consult with Project Management Unite to identify capacity building needs on policy advocacy by conducting needs assessment before the training and review the policy advocacy plan which developed during the workshop on policy advocacy planning;
- Develop a participatory training program on Policy Advocacy Skills and Methods for building capacity for VNGO’s leaders, managers and pool of experts within CIFPEN. The training program has to be discussed and agreed with the supervisor and capacity building specialists.
- The training content should be included and not limited in some main contents as follow: to clarify the concepts and forms of policy advocacy, policy advocacy development process and the policy advocacy steps, skills and necessary conditions in policy advocacy, the role of network and communication in policy advocacy and planning skills on policy advocacy.
- To conduct three day training for 25-30 participants as the agreed training program. The training will be combined theoretical & practical sessions but mainly focusing on practice;
- Assist pool of experts who have been selected during the training on implementing the policy advocacy plan to ensure that the pool of experts apply learnt knowledge into reality;
- Conduct final training evaluation and submit final training report which is including suggestions / recommendations to  implement followed up activities of each participated VNGO and CIFPEN.

Essential Skills and Experience:
1. Masters degree (or equivalent experience) in a field related to development
2. Minimum seven (7) years of professional experience in a field related capacity building;
3. Proven skills in capacity building of local NGOs, with experience providing training on policy advocacy skills and methods;
4. Strong experience in, knowledge of and experience in applying participatory techniques and promoting gender equity;
5. Fluent in written and spoken Vietnamese and English.
