Position Overview:

The Temporary Program Assistant (TPA) will work at HN office during his/her working time, with limited travel to the project site where Room to Read work. TPO will be part of the Literacy Program team to be responsible for all aspects administration task for Literacy Program in Hanoi Office, including office expense payment & billing, filing, goods and service procurement. S/he will be, under supervision of Field Manager, constantly engaged in working with LPOOs to ensure smooth preparation of program activities at the office and at the field. He/she will also directly work with Administration Department in all related and required procedures of procurement and billing.

This position requires skills in office management, budgeting, planning, and negotiating. The TPA will report to the North Field Manager.

Primary Duties & Responsibilities:

  • Collaborate with Administration Department to ensure the tasks related to Administration comply with required regulation of the Organization.
  • Oversee administration related issues at Hanoi office: office expense payment & billing and filing, goods and service procurements.
  • Control stationeries and maintain stationary inventories; Purchase office consumables and other items as required.
  • Support in arranging logistics (travel, hotel..) for team members’ field trips.
  • Draft/make official letters related to SL North program activities to local partners.
  • Manage office rental contract and ensuring the payment on time.
  • Select and purchase library furniture (or furniture designs) and educational materials; ensure the delivery and receipt of furniture, materials, books between RtR and local authorities;
  • Support LPOO in preparation of project activities at the selected project sites, including school surveying, assessment, selection, implementation of program activities, and monitoring;
  • Manage and provide data, input and update information/pictures related to school projects to Global Solutions Data (GSD);
  • Participate in any other activities/events which may be required to be undertaken to fulfill the objectives of the organization.

Qualifications:

  • Vietnamese natives
  • Bachelor’s degree in areas related to administration, social sciences, education or similar fields;
  • At least 5 years of professional experience office management, administration, project coordination or equivalent experience;
  • Prior experience in working in development sector, familiar with schools, teachers, administrators and government officials;
  • Good knowledge and understanding of procurement and service delivery;
  • Strong planning, budgeting, report writing skills;
  • Strong verbal and written communication skills in English.

Preferred:

  • Long working experience with INGOs or international development organization/project;
  • Prior experience in working in with education project;
