Senior Training and Capacity Building Specialist (National Position), based in Ha Noi, consultancy contract.

SNV Netherlands Development Organisation seeks a Senior Training and Capacity Building Specialist for a World Bank assignment which is to support sanitation supply chain development and capacity building in the 21 provinces on rural sanitation in Northern Mountains and Central Highlands Regions of Vietnam (NM-CH). 

Responsibilities

• Design and supervise the training and capacity building delivery approach and modality to make sure that the training and capacity building support is effectively provided to the provinces;
• Provide internal capacity building and guidance for provincial coordinators;
• Review and update the training package and advocacy event curriculum developed by Vietnam Health Environment Management Agency (VIHEMA);
• Make the training agenda/plan for 21 provinces, WASH in school;
• Facilitate communication with VIHEMA central office;
• Backstop project management.

General Qualifications

• Minimum of Masters level degree in relevant field, such as education, public administration, etc.
• A minimum of eight years of proven and successful experience conducting training and capacity building, preferably to the government at different levels. Experience in behaviour change communication (BCC) and promoting hygiene & sanitation is preferable.
• Possess good understanding of the government institutions and system at central and local level.
• Ability to effectively and respectfully work with a team of professionals with different cultural and sector backgrounds.
• Proven experience working with NGOs or private sector, and good network with the respective province and the local levels.
• Proven capacity to communicate well across different government stakeholders at the province, district and commune level.
• Ability and willingness to travel to remote areas of the provinces.
• Excellent communication skills in written and spoken English

Type of Contract:

• Consultant contract with a competitive salary package.
• The fee rates and per diems will be covered and consistent with SNV cost norms.
• Start date is estimated for May 2016
