Senior Technical Advisor

Management Sciences for Health is currently seeking 01 (one) highly qualified Senior Technical Advisor for Supply Chain Systems Strengthening for its SCMS Project, based in Hanoi.  MSH is a U.S. based NGO whose mission is saving lives and improving the health of the world’s poorest and most vulnerable people by closing the gap between knowledge and action in public health.  In Vietnam, MSH is the implementing partner for the Supply Chain Management System (SCMS) project, which is providing quality medicines for people living with and affected by HIV and AIDS, under the U.S. President’s Plan for Emergency AIDS Relief (PEPFAR).  To learn more about the SCMS project, please visit www.scms.pfscm.org

Overall Responsibilities:
The Senior Technical Advisor for Supply Chain Systems Strengthening role is to manage the project planning and development supporting Ministry of Health (MOH) in cross cutting supply activities looking for synergies to link different supply chains in country and the Vietnam Administration for AIDS control (VAAC) initiative for a national supply chain for HIV/AIDS related commodities in coordination with Deputy Director (DD) and Country Director (CD).   Broad areas that need to be addressed include supply chain management information system development; human resources for supply chain management; and monitoring, evaluation and communications.  The Senior Technical Advisor works closely with the DD and CD and all members of the SCMS Project Team in providing technical direction, management, and support for health system strengthening activities. 

Specific Responsibilities
Project Planning and Implementation
1. In coordination with the Country Director and Deputy Director, manage the planning, prioritizing, and management of project activities for strategic, optimal, and results-oriented programming.
2. Identify needs and requirements for technical assistance. Develop scopes of work and work with short-term consultants to maximize the impact up of short-term assignments.
3. Oversee the design, development, and implementation of monitoring and evaluation strategies and systems to effectively capture and communicate project results based on SCMS’s Performance Monitoring Plan (PMP).
4. Supervise and oversee Project staff and consultants to ensure high-quality and timely deliverables.

Supply Chain Management Information System (MIS)
1. Lead an MIS assessment to address current gaps in data collection and reporting instruments, sources, flow, suggest strategies for strengthening data collection, interpretation and use as appropriate.
2. Supervise development of Management Information System tools.
3. Provide technical leadership to support and strengthen the MIS system, including designing, developing, integrating, assessing and building capacity.
4. Collaborate with the MOH and local partners to assure that effective and efficient systems are in place for the optimal management of HIV/AIDS and TB medicines and other key commodities.

Supply Chain Human Resource System
1. Support the MOH and VAAC to assess the current human resource system for supply chain management.
2. Advise the MOH and VAAC in the design of strategies, policies, procedures, standards and organizational chart for human resource system at different levels of supply chain management.
3. Help the MOH and VAAC define strategies and mechanism for workforce development through pre-service and in-service training in supply chain management.
4. Support MOH and VAAC to develop a reward and recognition mechanism for human resource in supply chain to maximize the retention of supply chain related human resource at all levels
5. Provide technical assistance to MOH and VAAC for development of HR management information system and link it with the broader management information system.
6. Provide technical assistance to MOH and VAAC to initiate and implement the Leadership Development Program to strengthen the human resource system in supply chain management.

Monitoring and Evaluation
1. Oversee the development and ongoing use of a project monitoring and evaluation plan, including indicators linked to results, that meets all MSH and USAID reporting requirements.
2. Develop and implement project monitoring and evaluation strategies and frameworks. Continually monitor the availability of quantitative and qualitative data, (including inputs and data sources), the flow of data, and the use of data for informed decision making at various levels.
3. Collaborate with project partners in the design and application of baseline studies and other assessments.
4. Manage all monitoring and evaluation-related events, products, and technical assistance needs, as requested by the Project Director.

Qualifications
1. At least seven years experience in health commodities management and/or private sector logistics, pharmacy, or international public health.
2. At least seven years of project management experience, supervisory experience or equivalent leadership/management experience.
3. Master’s degree in logistics management/business, pharmacy, public health or other related field.
4. Substantial experience managing MIS projects.
5. Proficiency in common computer packages (e.g., Word, Excel) relevant to the work is required; experience in quantification software or other IT related experience is desired.
6. Experience working with senior government officials.
7. Ability to guide strategy development, manage implementation of projects and lead a team.
8. Strong representational and interpersonal skills.
9. Excellent written and verbal communication and presentation skills in English.
10. Strong initiative and self-motivation required, with a commitment to teamwork.
11. Ability to travel for extended periods of time in-country to support technical activities.
12. Willingness and ability to travel internationally, including to the US.
13. Experience in developing countries highly desirable with experience in HIV/AIDS and laboratory commodities is desired.
14. Experience with USAID and other donor agencies is a plus.
15. Training experience is a plus.
