Senior Programme Officer

The Integrated Coastal and Mangrove Protection Programme / Climate Change and Coastal Ecosystems Program (ICMP) is working in five Mekong Delta provinces and on national level. Focus of the national component lies on development of the policy framework, up scaling, and institutional development as well as overall program support. The programme is looking for a qualified candidate to fill the following position:

Senior Programme Officer - Aquaculture and Fisheries, ICMP
Duty station: Ho Chi Minh City, Vietnam
Duration: Initially till March 2016, possibly to extend to August 2017

Main responsibilities:

  • Manages operations in the field of aquaculture and fisheries in close collaboration with partners and other stakeholders;
  • Develops and maintains contact with partners at international, national and local level including Government agencies, national and international non-government organizations, international projects, private sector and other stakeholders engaged in aquaculture and fisheries and development; Links up and creates synergies with all relevant stakeholders;
  • Assists in coordinating the cooperation with national partners (e.g. Ministry and Department of Agriculture and Rural Development, Department of Fisheries D-Fish, Vietnamese Association of Seafood Exporters and Producers VASEP), and international partners (e.g. non-government organizations), in order to, for example, establish a permanent multi-stakeholder dialogue for the Vietnamese aquaculture sector;
  • Provides technical assistance to local and international experts;
  • Organizes and conducts training events, workshops, dialogue processes, team meetings and other programme activities related to aquaculture and fisheries;
  • Integrates programme’s outputs and experiences, and disseminates to partners and other stakeholders;
  • Assists the programme planning and progress reporting; Collects, processes and distributes relevant information

Minimum requirements

  • Masters or PhD degree with a focus/ specialization relevant to the programme component aquaculture and fisheries;
  • Minimally 5 years of professional working experience in subject-related position;
  • Experience in programme implementing related to aquaculture and fisheries;
  • Knowledge of institutions, Government agencies and regulations in relevance to aquaculture and fisheries;
  • Strong technical expertise in the area of aquaculture and fisheries;
  • Experience in conceptualizing, organizing and facilitating workshops; Strong moderation skills;
  • Excellent communication, interpersonal skills; demonstrate team work ability, dynamic, self-motivated character;
  • High level written, oral communications and report writing skills in both English and Vietnamese;
  • Demonstrated ability to work and produce, sometimes under high pressure, high level and quality outputs with limited supervision and management; Willingness to travel regularly;
  • Prior work experience with international development assistance organizations or programmes or international knowledge institutions.
