TERM OF REFERENCE

BACKGROUND

The USAID/Vietnam Higher Education Development Support (HEDS) Project is a five-year initiative (September 2023 - August 2028) to support the leadership of the Ministry of Higher Education and Training (MOET) in creating an updated enabling environment so that Vietnamese higher education can flourish. HEDS also supports MOET in creating a roadmap for digital transformation of the sector and provide partnerships for select Vietnamese universities to internationalize key science and technology-related programs. This will help Vietnam develop the human resources to realize its ambitious socioeconomic development goals.

OBJECTIVES

The objective of this consultancy is to provide information management back-stopping for an assessment of digital transformation of higher education including approximately in-depth interviews and focus groups at approximately 22 universities. Specific tasks and deliverables are as follows.

  • Download or otherwise receive recording files from the field interview team each day.
  • Transcribe the interviews and focus groups from a recording in original Vietnamese.
  • Use Microsoft Word to auto-translate the transcript to English.
  • Edit and organize the resulting English Translations so that a summary of main points by research question can be created using Chat-GPT or similar AI-based program.
  • Develop a standard AI-query to generate consistent summaries of key points by research question using Chat-GPT or a similar AI-Based program.
  • Maintain a master table of key points from each interview organized by the relevant research questions for each university. Update this table daily. Maintain organized files for the transcription and summary in MS-Teams or Google Documents.

Deliverables:

  • Transcription of interviews and focus groups in original Vietnamese and auto-translate English version.
  • Daily summary of the interviews and focus groups in English (auto translation).
  • Daily uploads of key data into a master data file (English).

REQUIRED QUALIFICATIONS

  • Bachelor’s Degree in English, Education, Social Science, Technology Management, Management, or Public administration or related field required; Masters Degree studies (complete or in-progress) in a related discipline preferred;
  • Excellent note-taking, keyboarding (typing) and recording transcription skills;
  • Advanced knowledge of English;
  • Working familiarity with Chat GPT (any version).
  • Good digital file management and communication skills;
  • Knowledge about the higher education system and digital transformation strongly preferred.
