Provincial Coordinators( 01 in Quang Binh;01 in Binh Dinh)

SNV has been working in Vietnam since 1995. Using market based approaches, SNV is committed to reducing poverty by catalyzing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+.SNV is engaged in the agriculture sector implementing Value Chain, Inclusive Business and Climate Change adaption and mitigation activities. SNV is currently starting a new AusAID funded project to support small-holder rice producers in the central region of Vietnam. Rice production systems need to be less vulnerable to climate change impacts, emit fewer harmful greenhouse gases and remain profitable for farmers. This project will support and build the capacity of small holder rice producers and provincial agencies to meet these requirements by applying the System of Rice Intensification. An innovative, efficient and environmentally sustainable production system that increases productivity of rice cultivation while reducing requirements for water, seed, synthetic fertilizers, pesticides, herbicides and labour, especially tasks performed by women, as well as reduced GHG emissions of methane and nitrous oxide. SRI was piloted in Viet Nam in 2003 and approved by the Ministry of Agriculture and Rural Development for expansion now cover 185,065 ha mostly in the northern region of Vietnam. This system is also applicable to the central region where this project will upscale the implementation of the SRI system to two provinces in the central region of Viet Nam. Utilising an integrated approach the project will include; inclusive business and value chain development to create growth, access to markets, jobs, capacity development, income increases and wealth for the poor; and explore bio-energy solutions utilising rice residue biomass to reduce GHG emissions and alleviate waste disposal problems. To implement this assignment, SNV is now seeking to recruit Provincial Coordinators to be based in Quang Binh and Binh Dinh provinces.

Main duties and responsibilities:

• Contribute to the implementation of the Community-based Climate Change Mitigation through Sustainable Rice Production project by providing local level coordination to implement and oversee activities.

• Develop sustainable partnership with local stakeholders (DARD, districts/communes and farmers) to ensure smooth implementation and coordination of activities.

• Assist and guide implementing partners to prepare activity work plans and associated budgets and following of proper financial procedures.

• Coordinate and make arrangements to implement project activities within the province.

• Regularly update the progress of implementation of project activities to project manager or any arisen problem.

• Raise awareness of local stakeholders of the project objectives and goals

• Assist the technical advisors to develop terms of references for the engagement of Local Capacity Builders (LCBs) and consultants to assist with project implementation activities.

• To ensure quality of services delivered through supervision and coaching of partners, LCBs and consultants throughout the implementation of their assignments.

• Provide direct advisory services to the project the field of agriculture and value chain development

• Collaborate with implementing partners to monitor the implementation of the SRI rice production component of the project.

• To ensure quality of services delivered through supervision and coaching of partners involved in the SRI project component

• Establish and maintain contacts with partner and client organizations in the scope of program interventions in the rice sector and overall agriculture sector.

• Assist SNV in the identification of business opportunities with local partners towards further strengthening and expansion of their rice production and trading activities in Vietnam

• Support the collective learning in client/activity teams and/or expertise groups contributing to the knowledge management project component

•  Provide technical advisory support to SNV’s advisory team assigned to other AFP sectors, as required.

•  Complete other tasks assigned by the project manager
Requirements:
• Vietnamese citizen

• University degree in Agriculture, Agronomy or other relevant disciplines

• At least 7 years of relevant working experience with international organizations. Experience in working with private sector and research actors is a plus.

• Experience and expertise in relevant development approaches (e.g. PRA, value chain development, agricultural production standards) and in organisational development.

• Knowledge of climate change and low carbon development pathways.

• Experience in working at all levels of stakeholders (provinces, districts, communes...), especially with social mass organizations.

• Excellent communication skills in English and Vietnamese

• Good computer skills in MS-applications (Word, Excel, Internet, Email)

• Good interpersonal and communication skills

Contract Duration: SNV Vietnam offers a one-year associate consultancy contract with the possibility of extension and a competitive salary package.
Desired start date: January 2012
