Project Secretary cum Translator.

1.Background

Since 2005, SDC has supported the project Poverty Alleviation through Livestock Development in the Northern Uplands of Vietnam (PALD). The project has been implemented by “Agronomes et Vétérinaires Sans Frontières” (AVSF-CICDA). The project has gone through different phases with a difficult start in 2005-2006, then taking off in 2007-2008. By the end of 2010, the project has achieved good results:  income increase for 5600 households as direct beneficiaries (98% women, 90% ethnic minorities) and more than 43’000 indirect beneficiaries through improved services (e.g. veterinary, access to finance). The technical documents developed by PALD are highly appreciated by the government agencies and widely applied by other development partners.

Early 2011, SDC decided to support a third phase of the project to scale up the most successful income raising models in 64 communes of four districts, through local partners involved in small livestock development, capacity building and strengthening of market linkages. This last phase aims at achieving the following outcomes:

Outcome 1: Farmers adopt skills and knowledge on pig and poultry production technologies and benefit from better access to livestock related services, which are consolidated through supporting local partners’ capacity building.

Outcome 2: Farmers’ incomes increase by strengthening house-based economic calculations and building and consolidating reliable market linkages.

Outcome 3: Experience is capitalized and shared between all related stakeholders in order to scale up at provincial and national levels.

The target of this phase is very ambitious as it aims to have larger impact on poverty reduction by using the government system and tackle the market aspect of the livestock production. It sets out to reach more than 10’000 households as direct beneficiaries and more than 60’000 households as indirect beneficiaries.

This phase is planned for the period from February 2011- December 2014.

At the end of 2012, a Mid-Term Review (MTR) was carried out to assess PALD based on OECD/DAC criteria (relevance, effectiveness, efficiency, sustainability) and analyzed the potential for replication at the local and regional level as well as the gender aspect of the project. Besides some positive aspects of PALD (highly relevant, highly appropriate partners and excellent partnership, good potential for long-term sustainability, impressive coverage), PALD has not been able to materialize all potentials. There are some weaknesses particularly in the market component and further strengthening of existing actions is needed, as well as careful planning for expansion and replication in the remaining 2 years.

PALD currently recruit 01 Project Secretary cum Translator. (Selected candidate will be started working in October 2013)

Administration

- In collaboration with the CTA, and the component coordinators to prepare, finalize and distribute relevant documents like for example:6-month technical reports, reviews and evaluations, technical documents, minutes of meetings, project’s newsletters, etc.
- Check activity results against indicators as specified in the logical framework (Project Document)
- Maintenance of project management reporting and management framework (Project management tools for checking times, activities and use of resources)
- Assist the CTA in the organization of regular team meetings, and produce meetings’ minutes.
- To take notes in discussion and write minutes of meeting and reports
- Prepare for out-going letters and correspondences and monitor correspondences
- Receiving in-coming phone calls and follows inquires
- Support the team in logistics for preparation of workshops, conferences, travelling and study tours
- Assist in implementing administrative tasks including, visas application, hotel & airflight tickets reservation, stationery purchase etc.
- To archive documents and photos: hard and soft copies
- Facilitate good relations with PALD partners at all levels in collaboration with PDA & CTA
- Manage day-to-day Administration work for the project
- Update PALD activities bulletin and update timesheet of PALD Project Director and Project Assistant at NIAS.
- Preparation for the organization of Yearly Project Steering Committee meeting (prepare agenda, official letter send to partner at all level, budget, financial guideline, confirmation of participant list, make payment, take notes and issue meeting minute...)
- Facilitate and following approval PALD3 expansion
- Maintain good relationships with partners (SDC, MARD, NIAS, Provinces, Districts, etc.)
- In collaboration with the CTA, and the component coordinators to distribute relevant documents like for example: 6-month technical reports, reviews and evaluations, technical documents, minutes of meetings, project’s newsletters, etc.

Translation/Interpretation:

- To provide oral and written English-Vietnamese translations by request

Other tasks

- Any activities requested by CTA cum Country representative in relations with PALD/ AVSF activities

2.Requirements:

- Diploma in Foreigns languages (English)
- At least 3 years of working for agricultural development projects/programs is an advantage.
- Excellent interpretation and translation skills.
- Good communication skills
- Proficiency in computer applications: MS Office: good command of Word and Excel is required; knowledge of Power Point is an advantage.
- Experience in (international) NGO sector is an advantage.
- Willingness to travel, including deep-lying and remote areas
- Good teamwork skills, ability to work independently, self-discipline even without supervision

3.Remuneration:

Remuneration will be offered in accordance to candidate’s competence and work experience. Besides, Social insurance and other benefits, i.e.: accident insurance, mobile charges… will also be covered. :
